You can add or remove POPs through events, but not just like that. You'll need one event fo rPortugal removing the POP(s) and one for Brazil for receiving...

I think this topic really deserves its' own thread in VIP. Especially that IRL most of such massive migrations ('though not all) had little or nothing to do with actual level of life, thus cannot be handled by Vicky properly (unless we make specific events lowering the level of life in certain provinces - which also needs a thread for coordination). How about that?
