The free patch coming out on May 18th will bring emergency vehicle overtaking into the game. There probably won't be an actual "emergency alley" thing because it's not worth the effort.

traffic won't move over but emergency vehicles can go faster than and therefore overtake other traffic

Will a player have to have a certain (paid for) expansion, in order to get the changes coming May 18th ?
Or will they be there for players he own just the pure vanilla version of the game ?

Some stuff (a fair bit actually) is included in the free patch that will come out alongside "Mass Transit".
