I cared about innovativeness for the achievement. After that, it’s a nice to have but not something I go out of my way to build maintain.

I think introduction of Coal makes sense, as well as Anglican church (it's not that strong, but adds flavor). But Innovativeness mechanic also seems weird to me. In particular, reduction of all power costs is too powerful bonus, and is often (ab)used to reduce dreaded development cost - it would be better if it was limited to Golden Era. Disclaimer: I don't own Rule Britannia DLC, so my opinion is not 100% informed.
