I'm pretty sure EU4's design is actually better without the Britaboo DLC.And as you hold of you Innovativeness gets flushed down the drain. So yes, YOU can hold off, I however can't.

I think introduction of Coal makes sense, as well as Anglican church (it's not that strong, but adds flavor). But Innovativeness mechanic also seems weird to me. In particular, reduction of all power costs is too powerful bonus, and is often (ab)used to reduce dreaded development cost - it would be better if it was limited to Golden Era.
