I have brought this up before, about a year ago and I thought someone would fix it, I was clearly wrong...
Is this ever going to be fixed? (It is 1505, the Colonialism institution does not exist. I can't embrace it or spawn it, as I am playing Poland and I am not a colonial nation.) Castile and Aragon exist, no major upheavals in the world at large, other than my spread into the East.
I am taking a 15% tech penalty for not embracing the institution in 1505, that doesn't exist in 1505. And 12 years from now, I am going to take a 30% tech penalty if the institution doesn't spawn by then. So, what are the devs doing about this? Why is there a penalty for not doing something, that is impossible to do?
