"Embrace Islam" decision should be disabled for vassals.

The "Embrace Islam" decision that is available only to countries in the malay culture group is automatically taken by vassals, making enforce religion completely pointless. Being independent should be a requirement, like it is for the decisions to change religion as pagan.

I think it should specifically be disabled for AI vassals, not player vassals, if this does get implemented.
