A couple of things:

1. What are the embassies? It keeps saying when you warn or insult someone that the embassy will cost you ___. What is it about?

2. What are the effects of having a different culture in the province than your own. Lower production? I heard it mentioned somewhere but it's not in the manual.

It adds 1% to the revolt risk.

In addition to the added revoltrisk you also get -30% income from the province.

It means that you have to spend money to use these options; they aren't free like some of the other diplomatic possibilities.

In addition to the increased revolt risk and lower revenue, these provinces are harder to convert with missionaries.
