What does it mean when a thing is embarked? I've only noticed it twice, once it was not a problem, the other time it was.

The first time is with the anschluss of Austria, the leaders are embarked.

The second time, I was playing as the US, and had a fleet of transports in the Med. I told them to retreat from a battle against three DDs. Suddenly, next to their fleet name was {embarked}. They then did not retreat, nor could I tell them to retreat again. I lost five transports that day before I could get my fleet to them. From now on, I escort my fleets.

Anyways, I was just wondering what it meant to be embarked. Thanks for any help in advance.

In game terms, it means "located in province #0"... which is a non-existent province.

Units loaded aboard transports are given province #0 as an address... so whenever a unit gets bugged and loses its location, the game thinks that it is embarked (on a transport).

Trying to retreat from a naval battle BEFORE the mandatory four hours expires is the easiest way to trigger this bug. You MUST stay in battle for four hours before retreating.
