Since there are no Centers of Trade then I think Embargo works differently now - they will stop trading with you, but they can't ban you from trade node.

Embargoing reduces your trade efficiency, unless it's against a rival. You probably misread that part in the manual.

Now the effects are unclear. It says you ban their merchants from YOUR trade nodes. Does that mean you have to own the whole trade node? Or if you have provinces in it but not them? Can they still send ships to increase their trade power there? Many questions.
