Is there any way to do so, or is it hardcoded? I'm just tired to see one-province minors with armies bigger than their populations. Now that I'm playing AI mods, this bonus now gets IMHO unfair. Small states with large armies should be able to afford them with no bonuses.

You can make an AI only event that gives full quality and full naval. That will cut the amount of troops it makes way down. I do this in EP. It works great.rsobota said:
