So, I am from NYC, USA where some of the subway (NYC English) is underground, some at ground, and some running over roads. We refer to the metro over the road as the "L" for "elevated". Note: In all cases, the same train cars.

I now live in Taipei, Taiwan. Here they have both a below ground and above ground metro. But the below ground is "heavy" rail and the over the street "light" rail.

Without going into mods (I have all DLCs), is there any way to do above road metro?

If not, are there mods, which provide for above road metro? (I thought I once heard of something.) Yes, I am aware of tram and mono-rail options/upgrades.

You said you have all the DLCs. If so, you should already have above-ground metro as this is a feature in Sunset Harbor DLC.

If you don't have that DLC, you can instead install the Metro Overhaul Mod. You might want to anyway as it gives a greater variety of track and layouts and let's you fine-tune the depth of your metro stations. Only drawback is that before you can build metro, you need to build a depot for spawning trains, and the price tag is a little hefty (75K, I think).

Alternately if you want to avoid Metro Overhaul Mod, you can use Fine Road Tool 2 and Fine Road Anarchy 2 to build the default metro over roads. You would also build it next to a road and then move it into place with Move It.

But Metro Overhaul Mod's way of doing it is by far the easiest when building. And it has a bunch of other really nice features plus some great looking styles for metro tracks.

I don't think you actually need above ground metro in the city though. I also live in Taipei. The reason they have above ground metro is that it is easier to build two lines crossing each other, and the hub is also easier to build. But in this game, you can build one line one story deep and another line two stories deep. In real life, they don't want to build a metro line that is two stories deep so that's part of the reason for the above ground metro. If earthquakes happen and tunnels collapse, the passengers are more likely to be in big trouble due to fire or suffocation if the metro is too far underground. (another reason is due to the cost But in this game, you have so much money. )

Yes, if I recall the game permits lines from 12 - 37M deep.

Well, I wasn't trying to create the elevated lines of 木柵, 台北, but more the B Line of NYC of youth. Riding in the first car was a treat of my childhood or the N or RR over the Manhattan Bridge.

NYC used to have a trolley, but that was before my day, but I had taken the trolley in Philly as a kid. :)

Now, you may ask why have the L Service in City Skylines? To that I respond when was the last time you visited a city with blimp service? :)
