With the reservation that this hasn't changed lately (I have only 1.03 files here): As far as I can see there are 25 votes included:
KOL(x2), PFA(x2), HAB, PRU, BAD, BAY, KLE, BOH, HAN, HES, LOR, SAC, THU, WUR, BRA, SHL, MEC, BRE, POM, MAG, OLD, MAI and MUN.

I know there should only be 8 though... maybe it's changed in a later patch.
