I'm playing as a tribal king with elective gavelkind succession but the votes don't add up at all. My current heir has no one voting for him but is still winning the election.

It seems strange. But difficult to say what it might be without looking at a save game of the situation. If you could provide one that would be great!
I've seen something like this when there are multiple top titles but that does not appear to be the case here. For instance, if the primary title is Feudal Elective and the other is Elective Gavelkind then my son (who is not leading the Feudal Elective election) shows up leading with only 0 votes under the Elective Gavelkind title. That appeared to be WAD to me but maybe not.
