If I have an elective monarchy in my realm, is the only way to change to another succession law to go through elective gavelkind, and then with the next ruler switch to the wanted succession law?

No it's not, you don't need to go through different succession laws. What made you think this?

When you hover over the qualifications for changing the succession laws, one of the requirements is "Does NOT Have the Law Elective Monarchy."

The only one without this qualification is elective gavelkind.

IIRC, some of the tooltips say that you have to do so. There are definitely other tooltips that are incorrect with the latest patches/releases, and I think a priority for the next patch should be to make sure that all the tooltips are updated to currently correct information.

If that's the case, then does it not matter? Can you switch to ANY other succession?

Can you give a screenshot of what your current tooltip rules for succession change are? Sometimes they're "All these must be true", sometimes they're "All of one of these must be true".

Sure. I can't change right now, anyway, because I recently had a ruler change, and the Grand Mayor of Visby isn't very fond of me. Oddly enough, looking at it, I see that while I have Elective Monarchy, the 'All of these must NOT be true" requirement is also checked, so that's kind of confusing. Here's what it shows me for ultimogeniture:

And here's what it shows me for elective gavelkind:

What it is checking is that Both Full council Authority and Elective monarchy is not implemented.

Because Full Council Authority is not implemented (X), the condition is satisfied (*).

In less context:

If the condition is that all of A and B must not be true, than that Condition is satisfied if:
  1. A is true and B is not,
  2. B is true and A is not,
  3. Both A and B are not True.
Is that clear enough?
