No it's not, you don't need to go through different succession laws. What made you think this?
IIRC, some of the tooltips say that you have to do so. There are definitely other tooltips that are incorrect with the latest patches/releases, and I think a priority for the next patch should be to make sure that all the tooltips are updated to currently correct information.

What it is checking is that Both Full council Authority and Elective monarchy is not implemented.Sure. I can't change right now, anyway, because I recently had a ruler change, and the Grand Mayor of Visby isn't very fond of me. Oddly enough, looking at it, I see that while I have Elective Monarchy, the 'All of these must NOT be true" requirement is also checked, so that's kind of confusing. Here's what it shows me for ultimogeniture:
