After some searching it appears nothing has been written on the subject.
I've plotted and forced my liege the king of france into an agnatic elective monarchy by the means of war. Now over an ingame year has passed and while all my other fellow dukes happily nominate heirs, my "nominate" button is still missing, even though I have titles of over 6 duchys (more then half the french total).
Playing as one of the other dukes diplays the button and nominating works just fine. I also tried killing off my current duke and the current king, but without success.
