As HRE Emperor I can't give myself right to vote. So any special tactics for this achviment? Other than just killing+releasing Mainz?

The easiest way is with Austria, either PU Bohemia very early or wait for the PU mission, then fast forward 50+ years to inherit them.

Longer way is to play a theocracy minor and keep knocking out other electors. Theocracies are the most likely to receive electorship since they are completely unable to be valid candidates themselves. Republics 2nd most likely. AI prioritizes them above all else I believe, monarchies are highly unlikely to receive electorate whilst other types have at least non-hatred relationships with the emp

I don't know, it sure seem like being small and high relationship with HRE that are the most important factors. So obviously, try to ally Austria from get go and work towards that 200 relationship, and don't expand.

I did it pretty easily, just use a nation who cannot be Emperor (as Utrecht, that has a theocracy), be best buddies with Austria and wait until Mainz is killed (it can be anyone, of course, but Mainz is usually crashed in the first years). Annexing provinces usually does not matter, or so I think, but never annex a whole nation!

And... done!
