the lore makes it quite clear that its too far away to be included in the game, you cant sail there from tamriel, they needed to first invade islands as resupply points and even then they almost didnt make it. China isnt in Ck2 after all.

I dont think so, not yet anyway. I dont think a team has been put together to start work on it, everything here still seems at the brainstorming stage of things. but maybe.

First of all, we need to figure the setting. Is it Tamriel in the Fourth Era? Or is it maybe the Second Era (which was actually more eventful)? etc.

I think that the establishment of the Septim empire would be good for CK2. You could use de jure empires, have vassal kings in each province, and there is a war of unification to be won. Plenty of backstory and something not available in TES games to experience directly. The fourth era is a bit too unclear, unless you would set it in Skyrim. It would be a much smaller mod in scope, so it might be a good place to start to test out mechanics and the map.

Depending on which era the mod is set in Akavir could always be represented like the mongols. If it wasn't for the complete lack of naval attrition it would also make an interesting but near impossible place to gain a foothold, but I imagine it would be too intwined with tamriel.

I imagine there could be interesting event chains and traits for various characters, such as vampires, or worshippers of various gods. Perhaps vampirism gives a diplomacy hit as you hide away from the world, and a character revealed to be a vampire (perhaps through a plot or event chain) could be in severe danger, but maybe would have higher martial or intrigue. A werewolf or other such character may have an event where they rampage during a transformation, and perhaps both werewolves and vampires could have an event chain where they can search for a cure if they wish. Other possibly interesting events could be related to daedra worship, where a character could gain positive traits (perhaps artifacts?) with a risk of gaining damaging ones depending on the deity; I could foresee sheogorath worshippers becoming mad whilst trying to earn divine favour perhaps.

We know far to little about the geography and politics about Akavir to attempt to model it into a game.

Nice work on a map. As for the duchies, I would for the most part go off major regions rather than cities. For Cyrodiil, for example, I would have 3 duchies - Colovia, Cyrodiil (heartland), and Nibenay (basin), with Skingrad, Kvatch, and Anvil counties in Colovia, Imperial City, Chorrol, Bruma, and Cheydinhal in the heartland, and Bravil and Leyawiin in Nibenay; though those not necessarily the only counties, you'll need some counties on the east bank of the Nibenay, for example.

Also, when are you planning for the mod to take place? If it is taking place during/after Oblivion, for example, I don't know what you would do with Morrowind, I would try to set it up during the rise of Tiber Septim

There are twenty-six forts, so one of each coudl correspond to roughly (the capital of) one county. There are also nearly fifty ayleid ruins, and considering thoseused to be Ayleid City-States, they could also serve as (the capital) of one county each.

There are thirty-three settlements, sixteen inns/stables, and about twenty-five mines which could be attached to those counties as villages.

I believe the duchies should correspond to Chorrol, Skingrad, etc. but that's just me. With Cyrodiil as the King-tier title.

At first we'd only include Cyrodiil, Skyrim, and Morrowind.

That seems nice. Skyrim and Morrowind could follow the same pattern with some alterations to titles.
Cyrodiil example: Skingrad County in the Skingrad Duchy in the Cyrodiil Kingdom in the Tamriel Empire.
Skyrim example: Riverwood County (District) in the Whiterun Duchy (Jarldoom) in the Skyrim Kingdom (High Kingdoom) in the Tamriel Empire.
Morrowind example: Seyda Neen County in the Bitter Coast Duchy (District) in the Morrowind Kingdom in the Tamriel Empire.

We know far to little about the geography and politics about Akavir to attempt to model it into a game.

I was more trying to suggest that an akaviri invasion could still be included in the game in a similar manner to the mongol invasions, but didn't really put the point across very well. What I meant about it being too intwined with tamriel if it was included was that there wouldn't be any good way of keeping both continents seperated most of the time, and intercontinental war would be too common, and because of various limitations of the game engine expeditions to akavir would not be costly enough to launch.
