Playing as germany VH/F I didn't turn off the import convoy from Elbing to Stettin. I cranked up the convoy to use all my transports and im getting 197 free steel. Is this a bug?

i think you re just convoying the steel from your homeland to your homeland..i mean from a home province to another one so it doesnt change anything at all..
