I can assure the Esteemed Gentleman that I shall not bow to what in some circles could be considered black mail. If the Esteemed Gentleman desires to put private party interests above those of the thousands of Spanish families whom will see their livelihoods improve with my proposal, so be it, but he ought not hide his actions from the electorate, as he would have us all do with his gastly acts!

I do not put partisan interests above those of Spain, esteemed sir - that the good gentleman chooses to make rather stunning claims of "blackmail" is frankly not surprising. However, the good gentleman, stubborn and convinced of his rightness as he is, I suppose, does deserve some semblance of a reply; sir, the matter of the education proposal is one that I am sympathetic, indeed, and were this body more than a mere advisory organ I would more likely than not support it; however, the matter of preserving state security and maintaining the order that the Crown has striven for endlessly is of paramount importance, and one that is startlingly relevant within this body, as opposed to mere suggestions to the Crown. That your other proposal, by virtue of some misbegotten notion of "openness" allows for greater revelation of those things that ought not be made known to the public, or are otherwise protected by onerous and tiresome rules, is simply not conducive towards the aims of the Crown, nor of this government. The matter, then, is not between partisan interests or between this or that, but rather between is accomplishable by this body, and what is merely advisable by this body, and my stance remains that, unless this body can conduct its actions in safety and privacy, no matter should be considered until then, for the sanctity of the Crown and the Kingdom. Surely the needs of the State, of the Crown itself, embodying the Whole of Spain, outweigh your own partisan desires? Or, tell me, would you rather the Kingdom be made less secure for the sake of our own proposals?

The Esteemed Gentleman has convinced me of one thing, that he is very much akin to the sophists. However, I must nuance the Esteemed Gentleman on many a issue, to prevent miscommunication between the Members of this Esteemed Body, first of all, I never claimed the Esteemed Gentleman's actions were blackmail, I merely stated that in some circles people would consider it to be. Secondly, I can assure the Esteemed Gentleman that not all records shall be open for the public eye, as it is but common sense that it is in the interest of the Kingdom that not all discussions taken place in this Esteemed Body be made public, however, the idea that all discussions ought to be held in private or otherwise the security of the Kingdom would be lessened could be victim of ridicule, rightfully so one could say, as it all too quickly generalizes the security value of the discussions that have taken and shall take place in this Esteemed Body. Whether chidless widows should recieve support from the Treasury or in which ways we should support the Church in Spain are not issues that, if they were shared with the widows and pastors outsides, who would, of course, be very interested in the opinions of the Esteemed Members of this August Body, would not decrease the security of the Crown. When this Esteemed Body discusses affairs vital to the Kingdom's security, the Members of this Esteemed Body or Members of the Government could easily move the Body to discuss these vital affairs in private, as was specified in my proposal. So why then, Esteemed Gentlemen, should we allow demagogues to speak empty words outside and the secrecy to act differently if at all in this Esteemed Body, should we not, then, allow the People to see the emptiness of the demagogues' promises and allow them to judge the demagogues for all their - lack of - worth?

FROM THE CROWN TO THE DUKE OF ESCALONA ((Qwerty - Private))

Your Excellency,

For a long time a number of scholars and administrators of our country expressed an opinion that the state of Our industry is quite not to the level such a distinguished realm deserves - and that this underdevelopment had effect not only in regards of the revenue of the Crown, but its international standing , not allowing it to be recognized as a realm of first rank.
As you are the head of Our government and the responsible minister of the department of the Treasury and Economic Affairs, We ask you to supervise the efforts to consider an implementation of program of development of the Spanish industry. Of course, it is necessary to keep in mind the other expenses of the Kingdom, such as related to matters of our national defense.

If you wish, you can seek the assistance of any members of Gran Audiencia, regional executives and other ministers in this task.

We have faith in Your abilities,

FELIPE

At the same time the King, hearing of the news from Granada and yet leaving the concrete decisions to the organs of law enforcement, has summoned the traditionalist and reactionary leaders to himself. In a private conversation with these he said the following:

500px-coat_of_arms_of_spain-svg1.png

((Reactionary leaders- Private))

Good leaders of traditionalists,

We are am happy that you are supportive of the Divine Right and the rules and laws that have for centuries kept them whole. And We want to reassure you -We have full powers over the state. The Kings of Spain rule by the will of the Heavens and only to the Creator they answer- and it would always stay so. The current organs of state, including the Gran Audiencia, exist upon Our orders, for We want to know the opinions of Our subjects and regions of Our realm on various matters and have a wide pool of candidates for governmental jobs that We had before.

Be reassured - the Spanish Crown would never bow down to radicals, What do We want of you - participate in the actions of Our organs, including the elected ones, make the voice of traditionalist heard. Form your organizations and vote in elections. Support the monarchy in its every deed. This is what would prove your validity, it would make your voices heard - while isolationism or brutish ways would only marginalize the banners you want to defend.

What We do not want - is your opposing the acts of Our officials, attacking these that march in accordance with their permission. Opposing the will of King and these that He has put in power you oppose the will of God. Act in accordance with the will of the King as you act in accordance with the Bible - for We are His lieutenant in this realm.

If anybody ever chooses to oppose Our rule or prerogatives, then We would expect every Our subject to stand in their defense - but We would not tolerate violence and brigandage regarding any of Our honest subjects. These that attack Our subjects or Our officers are traitors to realm and Us and be punished whatever their aims were - and one should remember that. We are severely displeased with the fact that a group in Granada attacked peaceful and unarmed people who marched in accordance with the permission of our Minister and even raised arms against officers acting in Our name - which is simply unacceptable, for it equals to an attack against Us!

Regarding the points mentioned of one of your Granadian supporters- We would not allow sacrosanct matters, such as the nature of the Royal Power, to be chattered about in an idle way . If you want to defend the rightist cause - do it through the methods prescribed by laws and stay within their boundaries.

God be with you - and bring this information to your brethern. Be assured that at time of trouble We would always ask for your cooperation.

FELIPE

At the same time the Royal Chancellery has submitted the following draft acts, prepared by a group of officials and members of the State Council, close to the King for the preliminary discussion of the Cabinet. It was said that the King took specific interests in their draft. Their aims were quite clear - assist the needy peasants to acquire new tracts of lands and financially support the needy noble landowners to help them keep running their estates. The Chancellery was especially interested in the opinion of the Treasury and the Interior Ministry.

The Act of Establishment of the Royal Peasant Land Bank.

1. The Royal Peasant Land Bank (hereafter - the Peasant Land Bank) is established to facilitate the farmers in all kinds of ways to purchase land in cases where the other entitites wish to sell, and farmers to purchase them.

2. The Peasant Land Bank is a government institution formed under the Ministry of Finance

3. The Peasant Land Bank's actions spread gradually to those areas of the Kingdom (with the exception of the colonies), in which a Bank Branch was established by agreement of the Treasury and Secretariat of Internal Affairs.

4.The management of the Bank rests with the Board, consisting of the Governor of the Bank and three members appointed by the Secretary of the Treasury.

9. Loans from the Peasant Land Bank made in cash received by the Bank through the issuance of interest-bearing securities, which are referred to as public bonds of the Peasant Land Bank and, if necessary, additional money grants.

12. Public bonds of the Peasant Land Bank bring 5, 5 % of annual income

16. Loans to assist farmers in the purchase of land shall be given to: a) the whole of rural community (whether it consists several villages or vice versa, is part of one big village); b) partnerships, including at least three farmers buying land in common ownership by all members of such partnership or in private, each participant's ownership, but with mutual guarantee for each other regarding the annual payments on the issued loan, and c) to individual farmers. The farmers, their communities and associations

17. The limits of the size of the loans and their calculation methods are set by the Treasury.

The Act of Establishment of the Royal Noble Land Bank

1. The Royal Noble Land Bank is established to issue long-term loans to hereditary noblemen – landowners secured by their own property of land ownership
2. The Bank's actions spread gradually to those areas of the Kingdom in which a Bank Branch was established by agreement of the Treasury and Secretariat of Internal Affairs.
3. The limits of the size of the loans and their calculation methods are set by the Treasury.
4.The management of the Bank rests with the Board, consisting of the Governor of the Bank and three members appointed by the Secretary of the Treasury.

*The Reactionary Leaders, summoned to court, stand silently in front of the King for a moment. Then, one of the leaders stepped forward and began to speak*

We do not disrespect the power of the monarchy, nor disrespect its intentions. We do not believe though that the establishment and abandonment of total absolutism was at your will. We believe the liberals forced your hand, and that your will would have been to hang them all if you had expressed your will. This system was created by liberal strong-arming, and now that you have given them an inch, they will soon demand a mile. We want to send a message, and partaking in this system that would slowly drain his majesty's power, a system that THEY created, is not a way we feel is viable.

"By refusing to participate in procedures set by the Crown you scorn not these whom you believe to be your political adversaries, but the Royal Authority and Will. By saying that you know better than your King what He wants and what influenced His acts is both impudent and unwise. Renewal and creation of new institutions does not mean an end to tradition - for when one needs a tree to grow tall, it should be tendered and watered carefully. Without getting organized, without sitting in the royal assembly, without using legitimate methods you would only weaken yourself - for while your opponents would build connections with your communities, while they would be participating in useful legislative work, you would be disrupting peace and order and be seen as simple brigands. Is this what you want? These that spill blood of Our officers would always be considered and treated as criminals, respect towards them would be replaced by hatred and repulsion. Remember the henchmen of Nero and the Jacobins - they had different mindsets, and yet their ways brought equal hatred upon them by the generations to come.

This is the path towards nothing, Senor. However, by organizing, by voting, by holding legitimate meetings, you can prove that you are in the right, but not your adversaries, that you can defeat them by mind and words, and not by a dagger. Currently you simply mute yourself, allowing your opponents to speak - and refuse the Crown the service it asks for, not sitting in the Assembly. Remember that if you are seen as a violent minority ignorant of the royal laws, you would never reach your aims. Raise not one fist, but a thousand voices - it is more effective.

Remember also that every new organ of state is an experiment, regarding which only time can tell - if it proves to be successful or not. Only by trying it out one can reach a definite conclusion regarding its worth."

"Regarding the pardons - you very well know Our position. We can sometimes forgive these have said inappropriate words, but not these that killed or committed acts of violence towards Our officers. We have punished such people in the case with the rioters few years ago - and it would continue to be Our policy during Our reign. However, the investigation is not yet over and We need to see its results first - so We should now let the law enforcement do their work. Address all your concerns to our Secretary for Interior - and be sure that misdeeds of one small group does not taint your movement as a whole. Just do not violate Our laws in the future.

It is indeed Our will that you use legitimate methods. If you seek consultation or unsure of something, contact the Count of Pontevedra. And be reassured that if a need arises that you defend the Throne and Fatherland by force of arms, We would call out for you. But do not make yourself similar to jacobins who take arms without the state approval and use them against the state, There are also various legal means to serve your King arms in hands, if you prefer warlike pursuits - such as in volunteer guard and whatnot.

Now go with God. You can always bring your concerns before through Our Lord Chamberlain, if necessary."

The Count of Pontevedra, having carefully studied the events of the past few days, establishes a gentleman's group, not unlike several others: the Society of St James the Greater. The Count sends invitations of membership to various figures, notably those who had only recently met with the King of Spain regarding certain events in Granada.

-

((Private: King, though certain reactionary leaders will be informed))

To His Catholic Majesty the King,

Having spent a considerable time personally leading the investigation, and a great deal more reading various reports from subordinates, in regards to the Granada Incident, I have found that a great many who were arrested in the early days were seized rather spuriously, and should be released in good order. Those, however, who have been found to have committed violence against officials of the Crown, as well as more local authorities, have been by and large determined and shall be punished with all due haste.

However, in my estimation, first reports noting that the liberals "fled" from the so-called "attackers" were more often than not provocateurs, and in some instances the instigators of violence; the men now imprisoned, wrongfully so, on the merits of this false information, should be freed at the soonest moment possible. Those responsible on the opposite are, in all likelihood, now too far gone to effectively seize, though we may wish to scrutinise such marches more thoroughly in the future.

~ Pontevedra

To Dr de Moscoso,

It has come to my attention that either you, or those associated with you, have voted within the Royal Audience in such a way that can be deemed to be counter to the goals and needs of the Kingdom of Spain, having thus far been so closely associated with the Crown, this simply cannot do. I would, politely, suggest an alteration of your votes, or the votes of your associates, alongside the lines with which I myself have voted, for the preservation of state security and the sanctity of the Crown.

Doctor Gregorio Vicente Osorio de Moscoso's days had been relatively quiet as of late, other than his usual medical duties. That had been temporarily disrupted when his semi-blackmailer had returned to inform him that it'd be in his best interests to use his connections to convince some members of the Royal Audience to vote a certain way on the presented issues. Gregorio paid little attention to what actually went on in the new advisory body, but couldn't exactly ignore the request. Now his assistant had informed him that he had received a letter from some government minister and the doctor could feel his stress returning. He needed a release. His morphine stocks were depleted though, and he had decided to avoid going back to the opium den, a difficult choice to carry through with. Fortunately a contact from one of Spain's colonies had provided him with something new to try, a leafy plant known as cannabis or marijuana. All he needed to do was roll it up in paper and smoke it like a cigar. He pulled out some of the drug and grabbed a piece of paper off his desk, not realizing it was the letter from the government minister he was worried about. He rolled up the marijuana in the paper, forming a suitable blunt, placed the end to a flame, and took a long drag. He slowly fell into a pleasant high, letting it relax him even as he unintentionally burned away the letter causing him stress.

((Private: His Majesty))

Your Catholic Majesty,

An attendant of your Royal Brother, HRH Infante Pelayo, who is perhaps best known for his (mis)-handling of the medical care of your Late Father, seems to have become associated, rather notably, with disloyal elements within the Royal Audience; whilst I cannot confirm any wrong-doing on his part yet myself, I have yet to hear a reply from the man, and his actions of late have seemed queer, to say the least. Perhaps make it known subtly that he should convince his associates to oppose these radical elements, or perhaps impress upon him the increasing tenuousness of his employment - I cannot recall many instances in the past year where he was performed a vital service, or even a marginally acceptable one, to any member of the Royal Family, or to any other member of the esteemed nobility (I myself would rather suffer through the pox than be examined by such a man); if he will not listen to my suggestions, perhaps a sterner stance should be taken.

Furthermore, and pertaining to far worse concerns, he may well be connected to radical elements himself. I have heard even in certain circles that he was supportive of the revolution to overthrow Your Majesty! I would like, by your leave, to be an investigation of him. Indeed, with the sudden disappearance the Prince some time ago, I believe that our efforts to secure the Royal Family have become too lax, and a generally more proactive stance should be undertaken.

Your Loyal Subject,
The Count of Pontevedra

Large sections of Los Amarillos refuse to vote, don't bother showing up to vote, or simply forget to vote as they play with their indentured servants and workshops.

((Voting Closed. Results:

Amendment to Assemble Procedures Bill has been selected as the Assembly's plan on publicity with 189 votes for it, 149 for the alternative, no votes for neither, and 62 abstentions.

The Guarantee of Basic Education Bill has passed with 257 yes votes, 79 no votes, 64 abstentions

Amendments to the Child Labour Act of 1871 has failed with 219 no votes, 117 yes votes, 64 abstentions

Proposal for Free Trade has failed with 214 no votes, 82 yes votes, 104 abstentions

Recall from the mechanics that I take the number of party members who voted and divide up their seats so each member gets a specific amount. For Los Amarillos, I divided them in half. Out of 84 seats, 42 went to Keinwyn, and 42 went to Dadarian. Tomorrow is the run-through, so that the King can overlook the passed laws and determine if he wishes to veto them or put them into effect))
