Royal Crisis: 1871-1873

Spain was quiet these few years. Nothing really much happened. For the first time in ages it seemed that Carlos VI could rule in relative peace. Most daily affairs were handled by Marquis Etxeto, the Minister of Foreign Affairs. The situation in Gibraltar was the main focus of the first term, but after that not much really happened to Spain for the next two years. Not all good things last though, and in 1873, tragedy would occur that would indeed shock many people.

The situation in Gibraltar stagnated as talks between the British government and the Spanish government came to ahead. Most historians though believe that the British did not really feel that the issue was really important, so the British simply backed out of a conference. It was kind of a bit awkward since they were the ones to call it in the first place. The British and Spanish inadvertently agreed to a "status quo" about Gibraltar. All demands were simply not accepted, and what was created in Gibraltar simply just existed. Now, this was bad news for all those living in Gibraltar, and many began to express discontent at this. The Spanish grew angry at the Spanish government for not being harsher at bringing the British to heal, and the British grew angry at the British government for not caring enough to bring order and safety to Gibraltar. In the end, status quo was maintained in Gibraltar, though the locals were not really "thrilled" at this prospect.

As the Marquis Etxeto was packing his things from the conference after everyone agreed to adjourn it, he was pulled aside by the Dutch representatives. The Netherlands asked the Marquis to go to his King with a Dutch proposal for a marriage between a member of the House of Bourbon, and the House of Orange-Nassu. They stated that William III, the King of the Netherlands, was very interested in bringing the Dutch royal family and the Spanish royal family together. The Marquis Etxeto though was hesitant to make any full commitments, even though the Dutch begged him to report back to his king. You see, Prince Felipe was already promised to a Russian Princess, and his younger brothers were either away or too young compared to the Dutch royals that would be proposed. The Marquis politely asked to report back to his majesty on the matter, before the idea of a marriage could be settled between the Dutch and Spanish crown.

Domestically, after that there was not really much to report on until 1873. With the retirement of the Duke of Alba, Duke D'Ambrosio was put in as First Minister. The Duke D'Ambrosio was a more gentlemen person, leading a gentlemen's society since the 1830s. It was unclear what he would do in regards to the government, but one thing was sure following the Duke of Alba's retirement, the old guard that brought the Carlists into power were dying out. Few major players in Spain could say they helped put Carlos V on the Spanish throne. A new wave of younger, more energetic players was starting to take hold of the Spanish political life. Liberal minded individuals were appearing more and more in the political scene in Madrid. Perhaps this is a sign for things to come?

In foreign news, Germany and Austria were at war once again. In an attempt to once again humiliate the Northern Germany Federation, Austria and the Southern German Federation declared war and moved north, expecting the weakened NGF Army to be in a crappy position to fight back like before. When Spain and Russia prepared to enter the war in the defense of the NGF, the Northern German Chancellor said "This is our fight. We do not need allies to help us win". The NGF army followed up this comment was astonishing victories against the Austrians and Southern Germans. The NGF basically wiped the floor with the Austrians, decimating their armies and occupying large swathes of Southern Germany and Bohemia. What the Austrians did to the NGF in the last war, the NGF did to the Austrians one-hundred fold. The majority of victims though were not even German, but instead were Czech. Flags of the German Confederation and Austria were stripped down across the South German Federation. Austria would capitulate a few months into the fighting with the NGF in the north seizing Czech towns and the Kingdom of Two Sicilies overrunning defensive positions in Lombardi.

As 1873 began, the prospects of the Kingdom seemed pretty good. The economy was doing well, and most people were complacent. However, one group of people that seemed to be doing a lot of grumbling were the rich capitalists, some aristocrats, and colonial administrators. Two laws were decreed into effect by the King. The first law was an official abolition of slavery. There were over 150,000 slaves spread out across the Spanish Empire, many of whom were born before the gradual abolition decree was put into effect by Carlos V. Many were also new slaves, inherited from the slave-bearing ways of the African states the Spanish conquered. While many slaves cheered the results of this new law, their owners though were less then thrilled at this prospect. The law had no compensation for the loss of what they viewed as "property". Slaves were not cheap you know! Without compensation, many aristocrats with land in these colonies, as well as colonial administrators that gained fortunes from the work slaves did, were furious at the King for "stealing" their property. They were fine with the gradual abolition since they had time to milk as much cash from the slaves they had before they keeled over and died. Now they had no slaves, and lost all investments made in them. Everyone involved one way or another in "The Property Theft" was furious, and protests among those who benefited from slavery sprung up across Spain. They cried that the King was a thief, and that just compensation was needed. The capitalists in the mainland were bitter about another law passed in the State Council and made law by the King. This law restricted child labor in factories. Productivity among factories sank as children who originally were assigned to do a job could not, leading to the hiring of new workers to do said job hurting the wealth of the factory owners. Also, many children were put out of work due to their only reason for being employed was to do these dangerous jobs, hurting the income of some families.

On January 2nd, 1873, a plague of Typhus hit Madrid. For six days, Typhus slowly killed off over twenty people, and infecting enough to give warrant for quarantine. It did go by the main population without any major problems, but soon the papers reported that it did infect one individual, King Carlos VI himself. The King was struck down for almost two weeks with Typhus fever, doctors and physicians trying everything they could to stabilize him. Sadly, their efforts failed. On January 13th, 1873, King Carlos VI was pronounced dead. His sons were called to Madrid to attend his funeral. Carlos VI's death meant that the problems of the rich claiming compensation for the theft of their "property" would be passed down to his son. His son, the Infante Felipe, would be the one who would have to deal with the crisis. As the soon-to-be King Felipe VI would now have a lot on his plate. The 21 year old prince would be left a nation in his youth...

Cristóbal walked into the dingy basement of a bar off a side street in the heart of Córdoba. Such an occurrence was not unusual to him as the liberal movement has been forced underground ever since the victory of the Carlists in 1839. But this occasion was different. This was not just another meeting of local liberal leaders to plan a poster campaign. It was the launching of a national movement. Through contacts he had made while traveling across Spain, Cristóbal assembled liberal leaders from Oviedo to Seville, Barcelona to Madrid in the The room was cramped as a result. Nevertheless, there was excitement. Cristóbal pushed his way to the front of the table located in the center of the room and shushed the group before he began to speak.

"Greetings, gentleman. I am glad all of you have arrived here safely. Now, I'll get right to the point of this meeting. With the death of one wretched Carlist and the ascension of another, it is time to unite the liberal movement and take back Spain for the people. For too long have we been disunited and allowed ourselves to be rounded up, executed, and then displayed to break the will of all of those who yearn for greater liberty and democracy. For too long have we failed to achieve our goals of a constitutional government responsible to the people and protecting the rights and freedoms of all. It is time that we seize the moment and convince the people that it is time for change, for freedom, and for democracy."

"But señor, how do you expect us to be successful when we have failed before?" interjected a leader from Granada.

"The reason we failed before is because we were not able to form a united and sustained movement against the absolutist forces that have been oppressing the Spanish people for over thirty years. But should we unite we will be strong and able to fight for our goals with the backing of the people. Do you find this answer acceptable?"

"Yes, señor."

"Excellent. Then I propose we call ourselves the Movimiento por la Libertad and begin organizing immediately throughout the country. We must make sure that we operate within the shadows. We cannot risk having the secret police discover us and arrest and execute us like those who have come before. I will keep in touch with each and everyone of you. Make sure to burn any correspondence that I send to you once you have read it. I thank you all for coming here at the risk to your lives. May God be with all of you in the coming months."

THE RED MOVEMENT
Movimiento Rojo


Organized in response to the impending coronation of Prince Felipe as the new King of Spain, the Red Movement was a peaceful protest formed under the direction of the then-elderly Duke of Menorca, the troublesome Eloi Roma, who largely used his connections in the islands to have the movement ignored by the local legal authorities, although this may not have been necessary, as the organization did not stage rallies nor meetings in its infancy, instead simply identifying members of the Movimiento Rojo by the all-red cockades that they would wear.

The Movement was, at first, largely restrained to the Baleares, where their wearing of the badge symbolized dedication to greater regional powers and, for many, greater personal rights. This regionalist ideology was, of course, popular among the supporters of the Duke of Menorca, but it also began to find ground among some inhabitants of the Spanish mainland, who began to see the Red Cockade as not just a symbol of Balearic rights, but of regional, elected, government in general.

Dr. Gregorio Vicente Osorio de Moscoso rushed around the king's bedchamber, trying his best to make the king more comfortable. His Majesty was covered in rashes, red blotches all over his body. He had been running a fever for the past few days and Gregorio had some assistants patting the king down with cold damp cloths to keep his temperature down. Servants kept bringing in buckets of ice for them to use, but the fever would not break. A few days ago, His Majesty had been vomiting non-stop and it took everything Gregorio had in him to keep the king from dying right there. After that, he'd slipped out of consciousness and stayed that way. The signs were worrying and all of the doctor's medical techniques were not working. Gregorio feared the worst.

One of the doctor's assistants slumped down in a nearby chair, exhausted from the ordeal of keeping the king's condition from getting any worse. He looked up at Gregorio and asked, "Doctor, is there anything else we can do for His Majesty?"

Gregorio looked over at the king, whose only sign of life was the laboured rise and fall of his chest. It was hard not to notice the red discolouration of his skin and the sweat that drenched his body despite the constant pat-down with moist cloths. Gregorio let out a sigh, not knowing what else he could do to fight off this disease. There was no known cure yet, and one could only hope that any victim could fight their way through it. The king was not a young man and the disease had spread through his body too rapidly. It was all in God's hands now. The doctor turned to his assistant and said, "We can pray."

A few hours later, his head weighed down with despair, Gregorio left the king's bedchambers to inform his family that His Majesty had only a little while left to live and that they should make their final peace with him. A message was also sent to have a Catholic priest present for the king's final moments. Gregorio was unsure if the king had managed to make his final confession before losing consciousness, but he hoped that having a holy man present would help usher His Majesty from this mortal coil peacefully.

When Carlos VI finally passed away, Gregorio felt nothing but shame at his failure. He had been tasked with ensuring the good health of the royal family, and he had failed. The disease had taken the king so suddenly that the doctor had been unable to save him. He had never lost a patient before, although he had never committed himself to one family for so long. He could only pray that the new king would be forgiving and allow him to continue his work, for Gregorio for once had no intention of leaving.

Cristóbal finished reading a letter from the liberal leader of Bilbao before throwing it into the fire. The connections he had made while studying law in Britain had finally proved useful in the fight for liberty and democracy. The Movimiento was beginning to organize in force across the country and it would only be a matter of time before it would begin swaying the public to its side and exposing itself to the ire of the absolutist government. As he watched the flames consume the letter his close confidante, Carlos Orellana, walked into the room.

"Ah, Carlos, do I have news for you! The printing presses that we were smuggling in from Britain have arrived at the port north of Bilbao."

"That is great news, Cris!"

"It is indeed. I need you arrange to have one of them delivered here. It may be too soon to begin printing but it is best to move them before the government is able to discover that they have arrived and confiscate all of them."

"I will get to it at once."

"Excellent. Oh, and by the way, I need you to send a message to Hector and tell him to organize a meeting of local liberals. I need to inform them of the progress we have been making and of the next step in our plan."

"Certainly."

"Thank you, Carlos. The Movimiento wouldn't be anywhere without you."

They both chuckle before Carlos exits the room.

Cristóbal turns and begins to write letters to the leaders of the Movimiento across the country, instructing them to begin recruiting more members and organize secret meetings of local artisans and merchants to gain their support for the Movimiento. It would take time for the Movimiento to gain enough support from local business owners before it could begin to expand its base. The larger it grew, the greater the risk that the government would discover it. But that was inevitable and Cristóbal knew it. It would be an uphill battle but it was one that needed to be fought, for the future of Spain was at risk.

The Liberalization of Russia and Germany

Tsar Alexander II came to power when Russia was the most absolutist power in Europe. Yet, over the course of his regime, the Russian state has liberalized into one of the most democrat nations in Europe. Russia would undergo what many call a "Reformation" of its state apparatus. The first major reform that the Tsar made was in 1861 when he declared in his Emancipation Manifesto:

"On the basis of the above-mentioned new arrangements, the serfs will receive in time the full rights of free rural inhabitants."

Just like that, the serfs of Russia were freed. Much like what happened in Spain, the peasants rejoiced at the matter at first. However, unlike Spain, the Russian serfs were not given any land in compensation to their services. Thus, after the terrible truth about their now free condition set in. Even with an angry serf population, Alexander II still kept reforming. He introduced a new judicial administration, and a new local government system called the "zemstov". It was a local self-government system with elective assemblies possessing a restricted right of taxation. However, one of the biggest reforms of Alexander II's reign came when he signed a constitution proposed by Count Mikhail Tarielovich Loris-Melikov that created a parliament for the Russian people to elect into power. Of course, the nobles were very angry at this, and tried to make sure it never left their hands, but the will of the people elected a largely liberal parliament. The parliament then enacted liberal laws such as universal male suffrage, legalization of trade unions, and an upper house selected by the people. They also made voting a secret affair. The nobles tried to stop all these advances, but failed. Russia had liberalized into a constitutional monarchy, one of the most liberal in all of Europe. It wasnt until recently that the conservative Slavophile faction gained power in the legislature. The damage though was already done, as the reforms of Alexander II had turned the once absolutist bastion of Europe into the most democratic society in Europe.

Germany was also an area that has seen a lot of change. The Prussians had adopted a liberal constitution following the Revolutions of 1848. When the Northern Germans united into a federation, the democratic ideals given by Prussia merged with the democratic ideas of the Northern German Duchies that Prussia absorbed. The NGF was very similiar to the Russian government, with the only difference being that the NGF forced disenting political parties underground. Many claimed that the NGF was becoming a meritocracy. Austria also experience a liberal transformation. The Austrians though, similiar to their absolutist nature, only allowed the wealthy to vote in their legislature, and disallowed many of the rights the Russians and Northern Germans allowed. In all, the absolute regimes of Europe were liberalizing, leaving Spain as the only reactionary monarchy left in Europe. Could these nations liberalizing cause the Spanish government to liberalize next?

"Sir, police during a routine search in Valladolid found an illegally obtained printing press; several members of the party transporting fled before they could be apprehended and... those that were captured were unaware of what they were transporting. We do know that the wagon was from the north, and heading south, but little else."

The Interior and Justice Secretary sighed; with the King dead, it seemed the radicals were once again mobilising. It was unsurprising; pamphlets were found and burnt often enough, and a few found ever handful of years; this was likely nothing new, though why it was going south was beyond him - it would have been more prudent to keep it hidden wherever it was imported from.

"Very well then; have authorities conduct inquiries in Castille, Aragon, and the Basque Country; there perhaps are more of them - I have my doubts about just one arriving from Bilbao or Santander just to be sent southwards. If any are found, seize the ones on the road immediately, and survey operational ones closely and find out who is operating them - shutting them down immediately would be an exercise in futility without quashing the printers themselves." he flipped through his notes "and this Red Movement, I want more information on this; furthermore, keep tabs upon the Duque de Menorca. That fool's ego has grown too large for the Baleares."

"As you wish sir; our infiltration of the Provisional Guard there has gone well enough, though without added resources, I fear it's loyalty will remain suspect."

Correia nodded and gave his permission to expand their efforts in the Baleares. He continued through his various reports. He frowned.

"It seems the Duke of Seville has some friends in the south as well... he should take greater care of his couriers." his thin lips, opposed by his otherwise fat face, curled into a smile. "That fool of a noble may well have opened the way for us... find out who the letter was sent to - keep greater tabs on his correspondence as well."

It was then that it clicked; he reviewed the last report. A printing press heading south, and a letter to Cordoba. Signs suggested several disloyal parties and movements there as well. Perhaps the Duke had ordered the presses - Correia couldn't put it past him. Perhaps ordering them from the north was a ploy to draw suspicion away from him... or perhaps it was mere coincidence. Still, it was a potential lead, and one of the precious few that they had.

"Men... perhaps place more focus upon the Duke then you otherwise would; if possible, send more agents to Seville and Cordoba, as well as any other cities we believe these rebellious cells are operating"

These anti-royal movements all seemed incestuously linked; that would be their undoing, Correia determined. He need only find the right people, the right letters, and the road to quash them would be open at last. At least for the moment; these radicals seem to breed like rats, the vermin that they are. The Red Movement, the presses, the Duke - he had no doubt some of the most recent riots and protests were no doubt linked to them as well. Fortunately for the Secretary, his forebears had left him with many boons - a broken left, disorganised and wholly shoddy in subterfuge and lacking in guile, and an effective machine with which to pummel these forces of revolution to the ground. He would not disappoint the Crown. Still, he worried his men were being stretched too thin; perhaps it was time to call upon some much needed assistance.

"Gentlemen, good luck, and god save the King." He rose from his seat and began the trek back to the Palace, so he could deliver the reports to the King.

Your Eminence, your work as head of the police forces in crushing the liberals in the days of my youth, during the Golden Age of the Iron King, are well known to me; I often read the remaining reports from you and your agents for insight in my own present struggles. However, with the deal of the King, I fear that I can no longer rely solely on words in musty books and letters.

If it would please you, I would ask that Your Eminence would travel to my office in Madrid to discuss joining my present cadre of intelligence officers; due to the unpleasantness of the past, we may be compelled by forces beyond our control from making this relationship between the Secretariat and Your Eminence known, but I feel your experience and zeal will be vital in the coming years.

I too have been disgusted by the recent increase in dissident groups and I would do anything to help Spain in its Hour of need. I have watched as these Dissidents have risen up and attacked the establishment, in their relentless march for Anarchy

So it is with a humble heart I accept your offer, and I will travel to your office in Madrid as soon as possible. I hope I can bring a certain amount of Experience and knowledge to aid in the swift arrest of these thugs

Dr. Gregorio Vicente Osorio de Moscoso stepped outside the palace for the first time since Carlos VI's death. The guilt still plagued him, for no doctor liked to lose a patient. The fact that the one man Gregorio had lost was the king only deepened his own despair. Did he do something wrong? Could he have saved him? Such thoughts had plagued him constantly, although he'd found temporary relief through the somewhat unethical use of the medicine he had at the palace. Morphine had proven especially effective, producing a delightful euphoria that removed every worry from his mind for a time. He had indulged a bit too heavily over the past week and had run his stock dry, especially since it had already run low after treating the king and other patients with typhus. Waiting for the next shipment to the palace would take too long. He needed a hit now.

Gregorio considered searching out a local doctor or pharmacy in the wealthier district of Madrid where he could buy some medical supplies like morphine, but feared he'd be recognized. He couldn't have it known that he was buying such things on his own, or it might arouse suspicion. That brought him down to the slums. Of course he was unlikely to find a pharmacy here, but such drugs could be found through less legal sources. Part of him knew he shouldn't be doing this, but it was a crave that needed to be satisfied.

As he wandered down one particularly filthy street, his eyes were drawn to a welcome sight: an opium den. Perhaps not as effective as morphine, it was still an opiate. This would have to do. The doctor entered the den. The place was cramped, filled with men and women crowded around oil lamps, their pipes over the heat source. They all looked so relaxed and carefree, something Gregorio desired more than anything at the moment. He knew he looked out of place, much more nicely dressed than anyone else here despite the fact he'd dressed down before coming into this part of the city, yet no one cared. They were all too high on opium.

Gregorio made his way over to the proprietor, an elderly man of Chinese descent. He offered the man some money, and received a pipe and some opium in return. He made his way to an empty spot and reclined beside the oil lamp. He placed the pipe over the heat and inhaled the opium vapour. The euphoria came slowly and less intense than with morphine, but was no less desired. The doctor let it take his senses away, his cares and concerns drifting away with each puff of opium. Perhaps one day he would get over the fact he had failed to save the king's life, but for now he would forget his worries by getting completely and utterly high.

((I am going to clarify two things right now:

I. Private information is private to all but the person writing it. However, if someone writes as if he knows said private information, and the person with the information lets him go, that is fine. It is only when someone writes that he knows said private information and the person with the information does not allow it, that is when I will jump in.

II. You may "guess" with private information. In the case of the printing presses Somberg shipped in, Riccardo figured out that someone is moving printing presses. He doesnt know who is moving them, how many there are, or if they will print. This way, Riccardo can further investigate, and Somberg's private information is secure. You can do something like that, but make sure you come to me first so that I can check that what you are ICing wont compromise private information and is realistic.
