Also I do believe you cannot reform if you have uncored colonies. Even though they do not count towards overextension if you are a native, you still need a fully cored empire before you can reform.
I was able to reform religion the month after next. So Portugal got core in May 15, I was able to reform on July 1. Still at war. Weird mechanic.
Also, I had an adjecent colony (but not uncored colonial city), which didn't pose a problem.
