Egypt between 1805 to 1848 while Muhammad Ali era

he cared about education as he sent more than 10 Scientific missions to Europe

Three of them cost more than 300 thousand Egyptian pounds

and in 1837 he made the Ministry of education

and in one year he made more than 50 Primary school every school takes 200 student

and he made the year after about 100 school

he made 2 Engineering University . 2 University of Medicine . Language Schools . Veterinary Medicine schools

In Muhammad Ali era about 40% of Egyptian was reading and writing

he made a strong economic plan

he sew up every thing in Egypt and he raised the Egyptian Economic

and if you donot know between 1825 to 1884

one Egyptian pound = 6.5 Dollars

and he reclaimed thousands of km

Egypt was have the best cotton in whole the world it called Long staple cotton

and Egypt was the biggest country in cotton produce

and about the military Muhammad Ali Pasha Right a lot of French leaders

he made an army On the European way he made many companies of guns and artillery

Egypt was Producing 40.000 guns every year and 300 artillery

and Percentage of what Muhammad Ali did the Egyptian population increased from 2.5M to 4.5 M in 30 year

he built many castles like Muhammad Ali castle

Egypt wasnot in the Ottoman protection as she Attacked Sham that was under the Ottoman administration

Not in the game's world, as are all non-Western nations up to and including ones with as good or better claims to it like China.

"Civilized" is a gameplay mechanic in done in a style that is suitable for the era, that is all. Do not read into it too deeply.

In game, all you described would not count Egypt as civilized but partially-Westernized with a reform here and there more than your average Middle Eastern nation would have at the start of a new game.
