Not necessarily, Spain can't revolt before it's formed. The same rule can be added in the script for Rum.

Aq Qoyunlu is the primary tag for Turkic culture in Asia, so the Ottomans colonies in Indonesia spawn Aq Qoyunlu separatists. The same way there are Trebizond rebels in Caffa because Trebizond is the primary tag of Pontic.
The Ottomans were never in Asia before 1444, that was the Seljuq . That is why there is no Ottoman revolts in Asia.
I have heard (so I'm not sure if it is correct or not) the same thing is with Jerusalem appearing, apparently it is the primary tag for some European culture (French?) in Asia
Are you sure that's Jerusalem? I thought this was Cyprus.
Try it with console. Play as the Ottomans, colonize any Asian province, don't core it, lose it, it will have no core at all, Turkish culture and Asian continent, and it will pop AQ separatists.
If the Ottomans colonize Indonesia, they will often make those provinces Turkish culture. I don't kow if they culture-convert or whether there is some mechanic at play simulating Native Repression + killing the natives. I don't have an Ottoman screenshot at hand, but this one will do.
Cyprus is part of the European continent, by the way, so Francien separatists in Asia will indeed cause Jerusalem to pop out.

nope. If a culture has tags in different continents that have that culture as their primary then continent matters. the only ones I know of are AQQ and TUR in Asia and Europe respecitvely and JER and FRA in Asia and Europe. Distance isn't a factor here, a Francien culture province in constantinople will get French seperatists, a Turkish province in Scotland gets Ottoman seperatists
