As for a good fleet setup, I used 3 SH-BB, 4 CVL, 6 CL and the starting Kriegsmarine and sunk pretty much everything the RN had.
So my guess is that 6 BB + 3 CV + 12 CL should be a versatile fleet. Since subs are worthless now you don't even have to add DDs
