ENG received quite a buff in FTM, I use them on a regular basis.
Here are some suggestions for unit builds:
(1) INF-INF-ENG-ENG: Special assault divisions that wreck havoc against fortifications, are good against cities and excel at crossing rivers. As germany I usually use 2-3 corps of these and stage an early breakthrough at the maginot line. Once France has fallen, I use them as port garissons, a job they do quite well, thanks to the fort DEF bonus from ENG.
(2) (L)ARM-(L)ARM-(L)ARM-ENG: Quick armored divisions that suffer far less from bad territory and river crossings. ARM-ARM-ENG-ENG is another option for REALLY poor terrain, but I rarely use it.
(3) INF-INF-ART-ENG: Less firepower than the regular INF-INF-ART-ART builds, but less hindered by difficult terrain. Also excellent for defending ports or any other fortified area.
(4) MAR-MAR-MAR-ENG: When assaulting coastal forts, this is a quite powerful setup. For though nuts MAR-MAR-ENG-ENG can be an option, but I rarely need that.
