Effect of Recon Companies

My understanding that recon support companies provide two benefits:

1. Speed boost to the division
2. Can give your general a boost in choosing better counter tactics

Did LaR introduce a new benefit, specifically some sort of an Intel combat bonus? I just got the DLC so still mentally unpacking everything that's in there.

Recon still worthless?

Recon bonus have been worthless since 1.0. People tested it's effectiveness and presimed combat advantage was either absent or so negligable that ~100 conducted test battles never showed any. Situation changed or Recon as a stat is still worthless?
