I have a question about the education levels that are shown in a res building. Uneducated, Educated, Well educated and Highly education. I was thinking it was the residents qualification level (elem., high school., university). But in one locality where I had absolutely no education coverage I got the following numbers( Uneducated-15, Educated-15, Well educated-0 and Highly education-4). Makes no sense.. Where are these people getting educated from? And I have No university anywhere in the city.

Do you have public transit? IIRC, cims will take public transit to reach services that are out of their radius, so if you wan't a truely uneducated area you can't have any public transit systems.

Nope. I dont have any public transit in that area. My motive was to have a really uneducated area! I found that many of my farms, industry and low-level commerce has a lot of over-qualified workers. Want to balance that somehow.

Question here: Do cims have to reach their institutes to become educated? If yes, do they choose the nearest school available? I've seen education level (in this case elementary level) scattered differently - red in areas with elementary schools, green in places far away from elementary school - seems random to me.

The randomness of education level is posing a challenge for me to reach 50% highly educated city for fusion power - fluctuates between 30-45% for me.

No need to balance it at all. Everyone can fill "over educated" spots with no issues.
