Industry and specialized industry need uneducated workers. This becomes difficult later as everyone seems to get educated. Not everyone should be able to get educated. It feels like the game is pushing you to remove industry late in the game.

Yes I've suggested modifying the type and amount of workers needed for industry in another post here: Road Discussion + Other Ideas. Also the idea that everybody ends up being highly educated is not realistic.

I wonder if an "enrollment check" would help create some diversity, especially if we give each Cim an "intelligence" stat:
Low int.
Average int.
High int.

25% of Cims are Low intelligence.
50% of Cims are Average intelligence.
25% of Cims are high intelligence.

Before enrolling in a school, the Cim would need to pass one "check".
The way it would work is something like:

Every elegible Cim would get one chance to "check" whether they will graduate elementary school. If they fail this check, they "drop out", which could be incorporated into a rehab/social system if one is implemented later.

50% of low intelligence Cims would graduate elementary school.
80% of average int Cims would graduate elementary school.
95% of high int Cims would graduate elementary school.

Of those Cims that survived elementary school, they would then get the chance to "check" whether they will graduate high school. If they fail this check, they "drop out", which could be incorporated into a rehab/social system if one is implemented later.

20% of low intelligence Cims would graduate high school.
60% of average int Cims would graduate high school.
90% of high int Cims would graduate high school.

The numbers here are very rough, but I wonder if the concept has any merit. Even without an intelligence stat, a "will they graduate" check that each Cim can only perform once (unless they're rehabilited in some future system) would prevent everyone from eventually getting educated. You fail the enrollment check? Welcome to slumville and sweatshops if you failed elementary school, and so on.

There could be opportunities to sway the percentages with educational programs, libraries, etc.

I think the problem with such system lies in the fact that population changes a lot.
