This is just a small complaint I have about how Patronage of the Arts works from a "story" perspective. It is currently possible to grant the Patronage of the Arts privilege to the Burghers estate to gain 15 prestige, then cancel the privilege and immediately grant it again to gain an additional 15 prestige. This doesn't make sense. To be clear, I'm not complaining about game balance; I think it makes sense that the benefit is offset by taking a 20% penalty to loyalty with the Burghers. What bothers me is that it is illogical and immersion-breaking. Take the Medici family of Florence, for example: they gained prestige through patronage of the arts. Imagine if they announced that policy, cancelled it, and announced it again on the same day. Do you think that would give them twice as much prestige?

My suggestion would be to add a -15 penalty to prestige when revoking the privilege.
