Editing Infrastructure

Let us say England has an infrastructure of 10 and I want to change it to an infrastructure of 9. How would I do this from wordpad? I have already figured out that infrastructure is represented by "pe", but I cannot figure out which one to change.

I still don't get the "pe", but whatever...

In the country definition you'll find the technology object:

The red line is the one you should look closer at... (in particular the "level" bit )

Well I found out "pe" has to do with how much of your research is going into infrastructure.
