To made a country elector of HRE, you must change the last column in country.csv. The number give the number of vote for the country.

Now, I am not to sure. I know someone will though. IIRC in the IFU there are no 'electors' at the start but when the BYZ emperor dies the title goes to Charlemagne (HAB tag) - but this was the beta before 21 april.

Unfortunately can't be done. The change to province.csv did not come with any new event commands to make changes in-game. The best you could do would be to have events tell you to save and exit the game and modify province.csv before resuming.Basileio said:And can you script events which add regions to the HRE during the game?

The same is true of the reduction if the French take a province and that change was definitely removed so I expect that ALL in-game changes to HRE boundaries have been removed. It's the price we pay for making it moddable.
