I'm trying to create multiple possible start dates with each being a historical start. To that end I need to stop the random events that anyone can get from firing--any one know how to do that?

Secondly, I need to fix all country specific events to fire at the historical option only--is there a quick and easy way to do that? Or, do i have to check each and every single one and * everything that has an option greater than one?

If you dont want random events to fire (or events that only have triggers that are a random factor) either remove them or remove the factor from the trigger.

Where do I find these events so i can do that?

Here's one from Bavaria:

As I inderstand it action a is the historical response. Is there a way to "eliminate" action b without having to go through all of the events and putting an asterisk in front of it?

What i want to do is run the game so that only historical options result and then save it at say, Jan 1, of each year so we can have more choices as to when to start the game.

You need to go through all the events and alter every one. There is no simple way to automatically make the AI choose the first, historical option.

Doesn't the ai_chance = 0 action modifier prevent the ai from choosing that option? I don't know a quick way of putting that in, but you could try using find/replace on each event file... really would be a pain in the ass either way (even if the modifier works)
