This is more of a general question, but I'm posting it here because it has a significant relevance to TGW.

Can anyone tell me how, when modding, to alter the combat bonuses/penalties that affect the game. I've noticed that the values in HOI vanilla, CORE and TGW all differ, but I don't know how to change them myself, can anyone tell me how?

This is especially relevant to TGW because I started playing a game as Austria-Hungary but, when war was declared, could do nothing because all my attempts to take Serbia were dismally (and outrageously) repelled with ease due to the ridiculous River penalty of -75% (not the -42% of the main game). So, 12 division of Infantry were held off by 1 division of defending infantry and forced to retreat, again and again and again. Aside from this being historically unrealistic, despite the defensive advantage of units in WW1, it also screws the gameplay up. Am I missing something, because other people don't seem to have complained. And again, is it possible to change, because currently its impossible to play the game properly as Austria it would seem (and also just because, as a modder, I like to know this things  ).

Thanks very much for anyone's help.
