I've been playing HoI2 (not DD) for a while and I found it amusing how even on very hard, AI nations which have next-to-1-more-research-slot IC do not build factories to gain that additional slot.
Best examples would be Austria (lacks 1 in 1936), Portugal (5), Hungary (2, after you give em Slovakia), Yugoslavia(5), Romania(10), Italy(14) etc.

I would like to ask, is there any possibility to boost AI's willingness to build industry rather than chunks of useless troops which will need to be upgraded 2 levels per average before war even starts (if ever)?

It can be done, you just have to change the year that they stop building IC in their AI file...however, bear in mind this probably will affect their combat readiness at a given date.

Is there also a year they start doing it?
At least I didn't notice minors doing it in any in my games and I've seen USA build some but nowhere close to amount they should - instead they start producing huge amounts of fleet usually having ~400 ships by 1939.

This is how I think it can be done:

In every country's AI file, right after the header "construction and tech research", there is a line that says "max_factor" followed by a number. If this number is 0.000 (as it is in Hungary's AI file, for instance) then the country won't spend any IC on building anything other than troops. If it is, say, 0.500, then half the country's IC will be spent on building installations such as factories. And so on.

Increase this number, that should do the trick.
