The recent events have proven the more and more authoritarian degeneration of Belgium and its goverment!

The constitutional court is outright lying when it says that the Red Legion is a paramilitary group, the organization disarmed itself immediately after Beauffort's downfall! Now the government is arresting hundreds of Socialist leaders just for their political beliefs, we are seeing legislation that wants to limit free speech and suppress any rightful demand for a Republic!

What we are seeing here is the definitive degeneration of the Belgian kingdom and its constitution, the government must stop its despotic actions and resign immediately! It's clear that they have lost any kind of popular support as the social tension is rising thorough the country and the protests are spreading into every city, stop this madness and start new elections!

I have been reading and studying economics for many years, and I have come to a conclusion. The current economy of Belgium is not working for the great majority of Belgians, but Socialism is not the answer. I believe the answer lies in co-operatives, private businesses operated and owned by their workers. This allows for a high degree of fairness in the economic system while still allowing the market system to prosper and keep its economic advantages. In that spirit, I produce this bill. ((If we have no central bank, we'll assume this bill does nothing until we create one))

Creation of Credit Unions Act

1. A series of government-regulated and supported credit unions will be established in all of the major settlements of Belgium with a population of over 1000.
2. The government will provide the initial capital of these credit unions, through loans from the central bank.
3. These are co-operative financial institutions which will return all profit above investment to their stockholders. They will make loans and investments and take deposits.
4. Any one person may only invest up to three times the average income of the area into the credit union.
5. These credit unions must be democratically controlled by their members and owners.
6. The government’s investment will be treated as debt and will be charged a rate of interest equal to 1% below the average lending rate of the institution.
7. The Minister of Finance may alter the demographic criteria for these credit unions and establish new ones at their discretion.
8. In times of crisis, they may apply for loans from the central bank like any other bank, and are taxed at the same rates as other financial institutions.

I would like to announce my support for the subsidies and education acts. They are commendable initiatives, though of course they are inadequate. But we will be happy with any progress the miserable conservative cretins will give us.

I hope every member of parliament votes with their conscience about my potential impeachment, unless your convince tells you to vote against me. The crowd laughs.

The proposed cooperatives plan is certainly interesting and it has my endorsement. Belgium must try anything to get out of this mess and the same old answers from the capitalists won't cut it anymore.

Amedee returns to the Bloody Sailor to procure some opium, perhaps for the last legal time.
