Note from the National Ministry of the Interior
After having reviewed the ideas forwarded by both the Ministry of Commerce and the Ministry of Education, I would like to present the following:
Initially, efforts shall be split into recruitment campaigns for the military in Wallonia,† and for the school system in whatever region under control has the lowest amount of teachers (the focus on regions with low concentrations of educational staff is intended to allow for a more even spread across Belgium). Once the 2% goal has been reached, the campaign to recruit teachers shall be moved to another region—and continue from there, until the goal has been reached for all regions. If there is a lack of time, one could also stop at 1.5% so as to allow for a more even spread of educators across Belgium. After half the term has passed ((2.5 years)), the "teacher campaign" shall be temporarily halted in favour of starting up a military recruitment campaign in whatever region has the highest total amount of unemployed which is not already the target for a recruitment campaign.‡ This campaign shall however be replaced by a renewed "teacher campaign" in the last year of the term—if it is deemed necessary with regards to the relative number of educators in the regions of Belgium compared with the goal set by the Ministry of Education.
The above is a preliminary plan.
†Do note that if the total number of unemployed in Wallonia were to drop below another region, then focus shall be shifted to the region that has the highest total number of unemployed.
