I imagine the deal has been made on monarchist/republican lines – ties, it seems, far more powerful than actual policies, when one considers how contrasting social and classical liberal ideals actual are!
The Referendum Amendment

- A Referendum can be proposed by any member of Parliament or Cabinet
- A Referendum Proposal needs a regular majority in the Chamber of Deputies and Senate to pass
- A Referendum Proposal cannot be vetoed by any legal power in or outside Belgium.
- If a Referendum Proposal passes a Referendum will be organised
- A Referendum needs a turnout of at least two thirds of the voting eligible population to become legitimate, if not the results lose its legal power
- If two thirds of the population fail to vote in a referendum, it may be recalled one more time, then it will automatically fail, once it has failed, it is up to congress to vote whether to disregard the bill, or to reform said bill and re-propose it to be voted on in congress. A bill can only be reformed and voted for once, then, if the 3rd vote fails, to has to be disregarded.

Proposal to create the Republic of Belgium
- The Kingdom of Belgium is disbanded, the Republic of Belgium will be created. ((IG Belgium will become a republic))
- The Title of King of Belgians will be removed from the Monarch and hereby disbanded.
- The Head of State is the President, the President is chosen by the people of Belgium.
- The President is chosen via a Two-Round voting system
- The President can only serve two terms
- All Interdependent Services with the name having Royal or any reference to the Monarch will change their names Republican
- The Republic of Belgium does not recognize any Religion as the State Religion, all Religion will be treated equally
- The President of Belgium must be a Belgian citizen at least 30 years of age who is not in the line of succession for the throne of any title and not subject to any conflicts of nationality or foreign interests. They can be of Any Sex.
- All powers and limits of the Monarch are to be transferred to the President
- When the President of the Republic of Belgium is pronounced insane or otherwise incapable of ruling by a group of 10 doctors and a 2/3 majority vote in the Senate consenting to this diagnosis, he will be immediately removed from office and new elections for the office will be called.
- The Head of Government is the Prime Minister of Belgium, who shall govern on behalf of the President of Belgium and in accordance with the popular will.
- The Prime Minister will keep all powers and limits he has had during the Monarchy
- The current Prime Minister will become acting-President and the current Deputy Prime Minister will become acting-Prime Minister until elections are called
- A new Constitution will be written for the Republic of Belgium, thus there will be a Constitutional Convention after the acceptance of this proposal

((If I know Gen as well as I think I do, then I imagine he was more questioning the need to even state the fact in first place. One would image in that it would go without saying that someone born in Belgium to Belgian parents (or at least, a Belgain father – I'm not sure who the mother is...) would qualify as a Belgian citizen and for all rights therefore accorded to them, regardless of who they are or used to be.))
