A very nuance idea, I will get right on it and see if it is possible to adopt the use of aircraft in our navy. In fact please keep me informed in any and all trials and performance tests on all aircraft to see these wondrous new invention for both myself and my staff. Despite some reservations on this largely untested technology it could prove to have a profound impact on both military, like the Gatling gun for example, and civilian application.

How long ago was it? Has it been... Three years? Two and a half? Now the bloodstained months of Civil War seemed so far-far away, already halfway disappeared into the mists of oblivion.

Valentin dom Contravarius is standing dark basement filled with large printing machines, piles of papers, all sorts of printing equipment and carefully placed artillery shells. He's holding two rods which are wired to a more ellaborate contraption positioned a little farther away.

Careful planning, well-executed escape, years in exile, years spent setting up the supporting beams for the next steps, years of preparing for the expansion, years that transformed a small group of intellectuals into a powerful global force, all of this went by so fast. They planned, they fought and they won, INRALF was theirs, all of it, every beating heart, every feeble mind, they had all been subjugated, one by one.


A scrawny man is sitting on a broken chair, his hands and legs are tied and his eyes are filled with fear. Valentin moves quickly. Suddenly both rods are jammed into the captive's sides, his body twitches in pain and agony.

Foundation had served its purpose, it had brought together the minds and bodies they had required, it had been useful for establishing the needed connections, it had provided the resources for all their operations and now it served as the cradle for the Network.


Eyes of the captive start to fill with blood, his face turns bright red and his hands clench the armrests.

Supporters in Moscow, agents in London, spies in Berlin and contacts in Tokyo, they had eyes and ears everywhere.

A dark grin on Valentin’s face slips into a smirk as the body on the chair slowly stops twitching.

Every move they make, every step they take, he'll be watching them.

The 1916 General Election: Goodbye Conservatives​

1. The Election Results​

No poll in Belgian history presented the same shocking shift as the 1916 General Election. Incredulous observers watching the returns on election night would declare "the death of Belgian conservatism." For the first time in Belgian history, the conservatives - once the unshakable party of natural governance - had failed to take a single seat. The BNF, while still technically legal and listed, had seen most of its politicians and prominent supporters flee the country. Those fascists who remained largely boycotted the polls, leading to election turnout falling below 80% for the first time in a decade. The CCU was badly tainted by accusations of collaboration (coupled with the recurring illness of the Baron van de Werve) and saw most of its voters flee to the LDP. Papers the day after the election would read, "The Liberals and Socialists take the entire chamber of deputies." Funnily enough, propaganda pamphlets distributed in Belgian Africa by the nationalist government would bear exactly the same words with slightly different emphases: "The Liberals and Socialists take the entire chamber of deputies!"

2. Seat breakdown, 1911​

Record liberal turnout in 1916 dashed the BSU's hopes of forming a majority socialist government.[1] The socialists took 73 seats - up from their pre-election total of 57 - but well short of the necessary 101 seats. To add insult to injury, the NDP equalled the BSU with 73 seats, denying the socialist clear first-party standing. The LDP took the remainder, 54 seats, placing a grand total of 127 seats in the hands of liberals. Far more significant, however, was the swelling republican supermajority. The NDP had classically been the party of republicanism, and the BSU had always pushed hard for a republic in Belgium. Together, the two parties now held 146 votes - or 73% of the Chamber, well over the necessary 2/3rds threshold to fundamentally change the Belgian government.

Republican optimism ran high post-election, but with a small note of doubt added into the mix. The NDP and BSU both had agnostics and monarchists scattered in their ranks, incumbent Prime Minister Henrietta Savarin among them. If she was allowed to return to Number 16, she might again move to block a republican initiative. On the other hand, much of the LDP were at-best lukewarm monarchists who might be willing to compromise on the issue, and Savarin herself was unlikely to be able to maintain control of a Parliament so overwhelmingly republican while continuing to support the monarchy. One conservative columnist wrote, "the best hope of the monarchists now is that the issue simply does not come up in the new Parliament. With fascism still lurking beyond our shores, we cannot afford to squabble over the monarchy, which has done nothing but defend our great nation."

3. Changes in Parliament. Note that the Parliament returned to its full 200-deputy seating.​

There were no surprises in the regional contests. Jean di Picardie was essentially unopposed for the ministership of the Zone Libre after the flight of the incumbent, while Johann Wolff returned to lead Wallonia for the final time with little controversy. On the other hand (and side of the country), Samuel Vanderhoof narrowly fended off a challenge for the Ministry of Flanders from Kristina van den Berg while simultaneously defending himself from accusations of collaborationism. Pieter Hendrickx won a surprisingly narrow victory over monarchist opponent Robert Marie Léon D'Ursel in traditionally communist Brussels. All but the Zone Libre had stayed with the incumbent.

Meanwhile in Fascist Africa, De Broqueville faced no elections. Instead, he had only the petitions and orders (and in one case, an arrest warrant) for his ministers, schemes to reform fascist governance, and deeper schemes to return himself to power on the mainland...

[1]The NDP was by far the biggest winner of the night, nearly tripling its holdings from 1916. The LDP increased their representation half again. The BSU made only modest gains.

New Gameplay Mechanic - A House Divided​

The mainland and exiled governments have established a tense status-quo, neither retaining the power to destroy the other. However, this state is not an equilibrium. It cannot last indefinitely.

Abraham Lincoln famously said of the American Civil War:

"A House Divided against itself cannot stand. I believe this government cannot endure, permanently, half slave and half free."

Similarly, Belgium cannot persist as it is forever, divided between nationalists and loyalists. Neither faction ever intended to split the nation; both have the ultimate goal of perpetual rulership over a single, united government. Nor will the fascists be content with rulership over largely black Africa forever; their doctrine pushes them to seize control of Belgium. They will either do so or they will collapse. Similarly, their enemies on the mainland know that they cannot simply allow fascism to fester forever. It must be confronted and eradicated once and for all... or it will return with a vengeance.

Relatively soon (certainly before the end of the game), the fascists and the loyalists will have another confrontation, each trying to destroy the other. Only one - or perhaps neither - side will survive this confrontation. The surviving faction, if there is one, will lead Belgium until the end of the game. This confrontation will not necessarily be waged on the battlefield. It may be just as much fought in backrooms, embassies, and in the hearts and minds of the people of Belgium.

From now on, until the confrontation, I will be issuing missions constantly to both sides. If your side completes the mission successfully, it will gain "advantage" - representing some edge or leverage - diplomatic, military, political, or otherwise - that it can use to defeat and destroy the other side when the time comes. You will be issued new missions as soon as you complete the previous one, so speed is a factor. These will not be easy missions. More advantage will make your side the one more likely to survive and win - though it does not necessarily guarantee it.

I have watched this recent election with some trepidation. While congratulations are in order for your respective victories, I cannot help but feel the absence of the traditionally conservative elements of our electorate is not a positive sign. It is a strong indication - to me - that many believe that they are better off casting their lot with De Broqueville and his band of traitors than with Belgium's legitimate government. My agents tell me that dozens or hundreds of people are fleeing Belgium for Africa on a daily basis.

Only a handful of these people are true fascist ideologues. Many more are acting because of general dissatisfaction with their lives here in the heartland. Unemployment, poverty, and popular anger - these are much more powerful driving forces than the vague incentives of fascism. I hope you will agree with me that we cannot allow such failings to drive good people into the arms of treacherous leaders and false kings. I strongly feel that we must act to calm the national attitude, reduce unemployment, and engineer economic recovery. I fear for Belgium if we cannot."


Mission: Bread and Butter (Mainland Government)

Objective: Reduce unemployment nationwide to below 5% and militancy below 2.

Reward: The fascist exodus will end and the loyalists will gain Advantage. If unemployment is brought to zero and militancy below one, the mainland government will gain additional Advantage.

Penalty: The fascist exodus will continue.

"My righteous commissars and great leader,

As ordered, I enclose the results of our labor and economic survey. To summarize the report, we find that many of the white Belgian migrants to our glorious domain have come seeking employment. Many are skilled factory workers and craftsmen. High unemployment on the Belgian mainland is frequently cited as their reason for immigrating to Africa, with the failure of the liberal and socialist government to create jobs a principal factor that they have committed themselves to our regime.

Though it is disappointing that these individuals do not have purer ideological motivations, in our evaluation, we can turn the situation to our advantage. Enough Belgians have emigrated to Africa that we may begin forming effective bureaucratic organs of the state and supply lines to support heavy industry. We recommend that the Great Council of Commissars should endeavor to begin construction of factories in our territories. Our vast natural resources will not make supply a problem and the construction of factories will give us sources of capital and weapons for the war machine, as well as employment. Industrial power is the key to victory. It will make us stronger and show the world that we can do what the traitors on the mainland cannot.

The in-brief provisional reports from cross-agency specialists from all Commissariats are listed below."


Commissariat for Foreign Relations: Increased industrial exportation and importation will give us increased leverage over foreign nations.

Commissariat for War: Industrialization is necessary for the production of needful materiel.

Commissariat for Economy: An agricultural economy will not sufficiently support state initiatives. Industrialization is highly advisable.

Commissariat for National Security: Movement of the population into concentrated industrialized areas will facilitate surveillance and detection of traitors.

Commissariat for Overseas Empire: Development of necessary local governmental organs and supply infrastructure to build factories in certain African regions may be feasible in the short-term.

Commissariat for Education, Culture and Propaganda: Industrialization will provide a powerful message, demonstrating that we can create a strong, prosperous Belgian state while our enemies cannot.

(All Commissariat specialists provisionally endorse this plan of action as advantageous to the great Belgian state.)

Mission: Industrialization (Fascist Government)

Objective: Make a colony into a state and build at least one factory therein.

Reward: The nationalist government will gain extra migrants and Advantage. If two colonies are made into states and a factory building in each, you will instead gain two Advantage.

Penalty: The fascist exodus will end.

I find it hard to believe that Mme. Savarin could so quickly abandon the Liberal Democrats and strike a deal instead with the socialists. Our two parties have enjoyed an extremely close relationship for near on two decades now, and to go from a position where merger talks were open five years ago to now being left out in the cold is, frankly, disgraceful. While I do not in any way wish for the Liberal Democrats to be included in a government for sentimental reasons, I must deplore the actions of Mme. Savarin, a woman for whom I hold a great deal of respect.

I imagine the deal has been made on monarchist/republican lines – ties, it seems, far more powerful than actual policies, when one considers how contrasting social and classical liberal ideals actual are! M. Pierre Savarin, our former prime minister, managed to see past these petty divisions in the name of a common liberal unity. As a man who cares little for these artificial fractures, I was refreshed by M. Savarin's attitude and had hoped that it would signal the start of a new, bright era for Belgian liberalism. I am deeply saddened now to see that I was wrong.

Today we have assisted to one of the most important historical events of our age: just like in 1899 the Belgian people has rejected the obsolete institution of Monarchy in favour of a modern and secular Republic! With the Referendum of 1899, and with today's crushing victory for the Republican parties, the time of the Monarchy in Belgium is over!

The will of the people is clear, denying such will would be a crime against Democracy and Freedom! I think that I speak for every Socialist when I say that we demand a Republic and that we demand it now!

A few consecutive nights after the announcement of the voting results saw several smaller printing houses fall under raids during which the buildings night watch disappeared without a trace and most of the printing equipment was dismantled and taken away. Police found no useful evidence and since the attacks soon stopped the pointless search was gradually ended.

Inspired by the majority government of republican parties, some sort of unknown and presumably radical republican group started distriputing posters and pamphlets calling for the "Last and Final Solution for the Opressed People - The Immediate and Ruthless Abolition of Monarchy".

Compared to the landslide victory for the Radical-Socialist Coalition, the news that Pierre Savarin had returned to active politics and had won his old seat in Charleroi once again seemed minor by comparison. Though he was nearly eighty and his Liberal Democratic opponent questioned his ability to represent the people effectively at such an advanced age, Savarin said that, "Parliament has never been a beauty contest; if it was, I scarcely could have become Prime Minister. Belgium and her people called, and I answered. It was that simple."
