Joint Elected Senate Amendment of 1898
The following articles of the Constitution are to be amended:
Chapter 6 – Parliamentary Selection
Senatorial Elections
Article 6
The Senate shall be elected by the People of Belgium.
Article 7
Elections for the Senate shall occur seven years after the most recent one.
Article 8
Senatorial elections shall use the same constituencies as the deputy elections.
Article 9
Deputies are popularly elected by universal suffrage in each constituency. Voting results are calculated using the D'Hondt method.
Article 10
Constituencies within the same region shall encompass roughly the same population as each other. Constituencies shall be reapportioned in a manner prescribed by law every ten years after a census has been taken.
Article 11
The first senatorial elections shall be held within 120 days after this amendment comes in force. The appointed Senate as of 1895 shall be dissolved after the elections are over.
Chapter 8 - The Senate
Article 2
The Senate consists of 75 members.

Chapter 9 - The Legislative Process
Article 5
Should the Chamber of Deputies reject the revision from the Senate then it may present the original to the Monarch if the majority of all deputies of the Chamber is in favour.
Article 6
Legislation that has been passed by the Chamber of Deputies and the Senate shall be sent to the Monarch for final approval. However, the Monarch cannot veto legislation that has the support of two-thirds of the Parliament or constitutional amendments.
Article 9
Proposals require two-thirds majority in the Chamber of Deputies if they change the Constitution. The Prime Minister has in this situation the right to veto, in addition to the usual veto held by the Senate. These two vetos cannot be overruled in accordance with earlier rules within this chapter.
Chapter 10 – The Judiciary
The Constitutional Court
Article 15
Judges of the Constitutional Court are appointed by the Monarch and approved by the Senate using a simple majority vote.

Congratulations to Prince Francis. Differing sentiments on the republican question aside, I hope your reign is a prosperous and productive one.
I also have a statement to make to the parliament. I was unsure if holding a referendum before the next election would be wise, considering the exhaustive efforts we have put into it only to fall into endless obstruction. I fully support General Thaddee's measure, and hope it may be brought to a vote. That being said, Minister de Graaf and I have spent a massive amount of time working with Pyotr Aerts and other members of the Regalist Union, and we have created something else the body may find interesting: a compromise proposal for an elected Senate. This proposal, co-written by Monsieurs de Graaf and Aerts, will hopefully be agreeable to all, and we will finally be able to eliminate one of the last remnants of aristocracy in our government. Please consider it.

STATEMENT FROM THE OFFICE OF THE PRIME MINISTER
The Minister of War's proposals for the construction of the "de Graaf Line" are approved. Construction shall begin immediately. Finance Minister Renaud is strongly encouraged to provide whatever funds are necessary for the construction of fortified encampments as laid out by the War Ministry.

Mijnheer Dupointe's concerns are indeed valid. Elected Senate will always be partisan, and I fail to see why this is a problem. After all, parties are here to represent popular views, and the role of Senate as the controlling legislative body will not be harmed. Mijnheer Aerts and me together even made efforts to expand its controlling powers.
I cannot vote for this unless this is changed to universal suffrage, we cannot deny women to vote if they can already do so.Article 9

Are we a democracy or not? If the king gets the right to veto proposals, then he should be 6 feet under.
