I must say this is absolutely ridiculous, the act of arresting two men of a peaceful organization is an affront to this state's basic rights. As Mijnheers Loewen and Burke have very well stated, this violates the laws of the state and it seriously worries me that the arrest directly followed a Beauffortist mention of the legality of the arrest... I understand that the words Red Legion seem to reflect the same reaction by conservatives as we socialists do the word Beauffortists, but I do not question the legality of Beauffortist Movements.Arresting these men may seem to some to prevent acts of rebellion and a rising of the mob, but this action here and now is what has the potential of inflaming the populace. Mijnheer Prime Minister, you are most certainly a good man and I do not doubt that you are deserving of the Office you hold, do not let your Administration be tainted by such a scandal.

The Red Legion was among the active paramilitary organizations and there is information that it reformed attempting to take power per revolutionary methods. However the matter of membership of Amedee Duponte and Josef de Leuuw in a paramilitary organization and the question whether the current "Red Legion" and "Amedians" groups meets the criteria set in the Van der Velde-Broqueville Act is to be investigated and a court ruling is needed. Until then the arrest of Josef de Leuuw will be not be implemented.

At the same time charges will be brought before court against Amedie Duponte and members of "Amedian" group for leading an organized group that has been, during street riots, causing immense harm to private and state property, e.g. damaging street signs and private houses, and breaking the oath he has given under the Allegiance Act of 1882.

A good approach, I would say. I must agree as well that the actions of the Amedians and Amedie Duponte have been unlawful, criminal, and disgraceful to the good cause of benefiting the people that Socialism strives to be. I should not and will not bring myself to defend him.

It appears that I was unaware of what Mijnheer Dupointe and his "Amedians", as they have been called, have been up to. I will cease my defense of him and agree with the Prime Minister's calls to bring charges against him. I cannot defend a man who has violated the laws of our nation and committed acts of violence in the name of socialism.

Indeed, Monsieur Loewen, Monsieur de Vos. We must defend laws and constitutional order. It is not a matter of opposing this or that ideology, but the militant and violent radicalism in any form. All of us remember that the Red Legion in Netherlands has started an armed rebellion against a fully socialist government.

I disagree with Mijnheer de Leeuw in a lot of cases, and I deeply despise the Red Legion, yet, as long as their activitied are peaceful, they have the full right to express their opinion, and no Beauffortist shall be allowed to order his arrest for voicing his opinion. What we just witness is a blantant abuse of power and an attempt to censor our minds and words with threats and brute force... Some of you may remember my speech warning you all from the consequences of having old reactionaries and Beauffortists in some of the key ministries - these are the results. NDP is here to defend our freedom from the tyranny of the reactionary forces, and will always protest such illegal and illegitimate behaviour we just witnessed. The people of Belgium won their freedom from the claws of Beauffortists 25 years ago - and NDP promises to protect it at all costs.

When de Graaf left the stand and joined his friends in NDP' sector, he muttered to them:

It's not that I wouldn't want to see these two @&#%£¥ behind bars where they belong, I just want to see Lannoy down. Thats all...

Meanwhile, in Wyngaertville, Batavia

Pierre Savarin brushed the sweat off his brow. The sweltering heat reminded him of Commodore de Zoet's old stories of the city, back when it was called Batavia, and how awful of a place it was. The city had developed much more than any of the cities in Africa he had visited, with a great deal of European houses and several locals wearing fashions that would not look out of place in Brussels. He had little time to admire the city, however, as he had to meet with a very specific individual post-haste. His travel companion, a man named Josef who was fluent in several of the local languages, caught up to the former Prime Minister.

"What did you say this man called himself?" asked Pierre. "Something ridiculous, I remember."

"Lucky Star or something ridiculous like that, I believe," said Josef. "Not his real name, obviously. An American. Served as a private detective in one of DeWitt's companies. Speaks about fifteen languages. Has a peculiar obsession with snakes. Very, very eccentric, but the best private detective in the civilized world."

"And the Ministry of Justice aren't using their own detectives for what reason, exactly?" replied Pierre.

"They have no leads. Whoever kidnapped Minjeer de Zoet was very thorough. They thought that someone with a more unusual style might be able to help them out."

At this point, the two of them passed a brand-new townhouse with a sign out front reading "Hotel de Leeuw." Savarin chuckled; whoever ran this place at least had a sense of humor. Josef motioned that this was their end destination, so the former Prime Minister and his guide made their way in. After inquiring with a bellhop in a language Savarin did not understand, the two of them went up to the third floor and opened the door at the end of the hall. The door creaked open, and the first thing the two of them noticed was a large, black and red snake coiled up on the Persian rug in front of them.

"Aaagh!" Savarin recoiled in horror. "What on earth is that thing doing there?"

"Now, now, that's no way to introduce yourself," came a voice from behind the door to the water closet. A man emerged, about six feet tall and wearing what appeared to be a full British Army uniform.

"I thought you said he spoke French!" whispered Savarin to Josef.

"He has a particular distaste for it. He refuses to speak it with clients."

"Now you tell me! What about Dutch?"

"Not on Tuesdays."

"I can't believe this..." Savarin muttered to himself. Although he had studied a fair bit of English at university, it was never what he considered his strong suite.

"Well, looks like you made it out here OK," began the stranger. "Name's Lucky Star. You are looking for your Minister-President. Your whole country has no leads. I seem to be here to do something about it."

"Yes, that's correct," replied Savarin. "Have you any ideas as to his wheresabouts?"

Lucky Star snorted. "In between soaking up wine, women and song, I've been thinking it over, yeah." He picked up a pocketknife and threw it at a map of Batavia that adorned one of the hotel walls. "First off, despite the wisdom of the Ministry of Justice, I'd wager he's not dead."

"Not dead?" said Savarin.

"That's what I said, ain't it? Yeah, he's fit as a metaphorical fiddle, I'd say. Can't say what kind of shape he's in, mind you, but I'd bet very much alive. Don't you clowns have any records of his itinerary?"

"Clowns?" whispered Savarin to Josef.

"Those fellows who perform at the cirque, Monsieur," replied Josef, in French.

Savarin shook his head. "Americans, I swear..." He turned back to Lucky Star, returning to English. "Our Justice Ministry had been looking at it, yes, but we cannot tell when he...when he...went away," he replied. "There is too much uncertainty about where his tour ended pre...prema...before it was supposed to," he said.

"Well, if all you needed me to do was check off all the plantations on the list, you could have done that yourselves," said Lucky Star. "I reckon there's another element you're not telling me."

"Of sorts," said Savarin. "You see, we have searched all the places on Mister de Zoet's itinery, but have been as of yet unable to find his location. This is why we thought he was dead. Yet you seem to say he is not."

"Yeah," replied Lucky Star. "Take a look at where that knife landed, Prime Minister. That's where we're looking. This place has suspicion written all over it."

Pierre and Josef glanced over to the wall to the right of them and found the pocketknife lodged at a place marked "Het Wilhelmus."

"You think Jacob is there?" asked Savarin. Lucky Star nodded.

"This place has habitually bad relations with the rest of the Colonials. They got a few visits from the Dutch authorities in the past few years, but they couldn't catch them on anything. The owners, a family named the Vandroogenbroecks - rotten to the core, the lot of 'em - have bought off the Wyngaertville City Council since time immemorial to stay the hell away from whatever the hell they got going on there. I say we go take a look - with a few well-armed friends, of course - and make 'em see reason. I don't know what they'd want with the Minister-President exactly, but someone as corrupt as Papa Vandroogenbroeck must figure he'd be good for something. Extortion and ransom, probably. And what with him being Oriental and all that, they wouldn't be too fond of that either, so that's more fuel on the fire."

"You have made the preparations?" asked Pierre.

"Yes sir. Let's go rescue the President," replied Lucky Star. He then got up, stepping over the rattlesnake on the carpet, and motioned for the other two to follow him. The three men left the Hotel de Leeuw, ready to find Minister-President de Zoet - or what was left of him.

I was mistaken originally in saying it was the Red Legion but, Amedee Dupointe has formed his own paramilitary organization and there are reports of riots and armed violence caused by it and additionally reports of Josef de Leeuw participating in atleast some activity, how much is to be determined with further investigation.

We have been seen the growth of social consciousnees among the MLP ranks, we remember even Beauffort calling for improvement of Belgian level of life, we remember Baron of Harfleur and his measures. In the current age everyone accepts that a hungry and embittered can hardly be a good citizen and Christian.

The cause of the working people is as important for all of us – and we have seen that how much harm is caused to Belgian people during cycles of unemployment. We remember how many people and their familes starved and were left homeless, because they could not find jobs. We remember crying children in the streets, we remember women forced to become prostitutes because they lost their jobs and had to feed their babies.

You remember how often I mentioned the dangers of possible unemployment and the ways the government should assist the private sector to develop the industry to prevent it. But it is clearly not enough - if such thing happens, the government must aid the needy . We all know that our Holy Church that does not posser rubber or vast lands or concessions does everything it can to help the poor people in such circumstances - and a Christian and responsible state should do so as well

Today I suggest passing a law that would give us an opportunity to prevent such situation in the future, making it possible to grant certain unemployment subsidies for people who are continuously, during such crisis are unable to find a job (with the help and under control of the Ministry of Labor) and have no other means of living, providing they would not starve. I must thank Deputy Loewen for his latest proposal, worked out after negotiatons, and must explain why the latest addendum has been added:

Chapter 2 - Bill of Rights

Article 18*

All qualifiedly unemployed Belgians who have proven to be actively seeking work and who have no other means of living have the right to subsidies from the government, the provision of which shall be determined by legislation passed by Parliament.

*The current Article 18 will become Article 19.

We need to be granting these subsidies not to all people who would correspond with the broad definition of "actively seeking work and have no other means of living", but to the categories of such set in the further legislation of the parliament. For, for example, under the previous wording, a dog-walker or circus clown might demand a subsidy, if we do not find him appropriate place of same value - while such payments must go to the people who are in most desperate conditions, are ready to accept any work and cannot do it despite governmental help and continious efforts. Mainly it would be factory laborerers, I presume. Therefore the constitutional article should be broad and give us right later to set such categories per acts of ordinary legislation. We must be granting the subsidies only to ones who are in truly dire situation, not the lazy wanting governmental cheques.

I must say that, while some doubts have been voiced by some of my parliamentary collegues, I have seen this proposal being endorsed by the reactionaries like Count of Ypres, ordinary conservatives and various MLP parliamentary groups.There is also the most widespread legitimate movement supporting it and our duty is to serve the nation. These changes has been blessed by the Church, endorsed by bipartisan parliamentary groups and wanted by people - and I believe that a honest government, under this conditions, propose them.

Amedee wiped the sweat from his brows. His clothes were filthy, his hair an unkempt mess. His breath wreaked of opium and alcohol.

Amedee had not asked for this, nor had he expected it. When the Amedians first organized, they were merely one of many socialist political groups in Belgium. But now their numbers had swelled to the tens of thousands and they had apparently become a threat to the state while Amedee had somehow become one of the faces of Belgian socialism.

He never associated himself with the Red Legion, though some conservatives believed he was part of the historical revolutionary group. Nor did he advocate violence or outright revolution. True, he and his group had damaged much property around the city. But what political groups haven't? And besides, Amedee rationalized, he was better than the war hounds in parliament that sent hundreds and thousands of men to their graves for some obscure inches of dirt in Africa so some capitalists could get rich.

Unfortunately, with the Amedians this popular and their iconic revolutionary knickerbockers now a symbol of revolt against the monarchy and nobility, he had a target on his back. The Ministry of Justice had issued a warrant for his arrest and the arrest of fellow socialist de Leeuw. But he wasn't going to back down now.

"Men and women of the knickerbockers!" he yelled. "We expressed our legitimate grievances as outlined by the Constitution. Yet the capitalists and aristocrats still come after us. Even some fellow socialists have turned against us, obviously supported by the pockets of the rich. They are afraid. But we must not back down. We must never give up. Pass the cocaine, ladies and gentlmen, for we are in for a fight. A fight we did not ask for, but a fight that has come to us!"

((Andre, in EoE we have "making stuff happen" rules, which means you're not supposed to initiate events with in-game repercussions or large events with nation-wide significance. I think the original example I gave of this was, "you can't say there are riots in Brussels and expect there to be riots in Brussels." Conjuring hundreds of thousands of rioters who threaten the state is definitely an example of this - it is, as Sirk says, reminiscent of the battle of Stabroek or wherever it was. In 1863, everyone started conjuring armies there and fighting it out and I decided this wasn't really acceptable. In short, please stop looting and pillaging. Thanks.))

I want to say a few words in defence of Minister van der Velde. While I believe that he acted rashly, there were no ill intentions or inclinations to tyranny. I must tell you that, in his private life, Minister van der Velde is a very gentle man who hates conflict and strife. But he was trying to do his constitutional duties, trying to protect the law and order.

First of all, you have seen that that the actions of the Ministry of Justice in respect of Amedee Dupointe were based on the fac that he has clearly broken a number of fundamental laws. The de Leuuw issue is another question - but you can see the following: Monsieur de Leeuw, waving flags of a paramilitary organization some time ago banned in Belgium under the Paramilitaries Act and that whose foreign counterparts have organized coups and uprisings in the neighbouring counties, joined the crowds of plundering Amedians. We do not know whether he has participated in the plunders himself, whether his "new" Red Legion is a reformed paramilitary organization or just a social club having, by the strangest coincidence, the same name. All this should be investigated and this is why I annulled the warrant until the results of investigation and court decision. But you can see that Minister van der Velde, in the current circumstances, had much reasons to imply the illegal nature of activities of Monsieur de Leuuw. And you remember how in similar extraordinary circumstances, after Damseaux could, all army officer above certain lever were temporary detained for security reasons.

Secondly, all of you understand that a Minister of Justice does not issue a warrant after reading a newspaper or getting some news from his gardener. As the procedure demands, the Minister has issued his warrant after receiving a report from appropriate police authority of Brussels that asked for such a warrant and claimed that Josef de Leeuw was violating the Paramilitaries Act, possibly violating the Allegiance Act and other laws. Whether these facts have been accurate and whether Ministry of Justice have analyzed the police report righty - it would be for the investigation and the courts to decide.

Thirdly, I must - as a honorable man - say that Christiaan van der Velde, Count of Ypres, never in his life was a Beauffortist. He belongs to the Traditionalist branch. Supporting the absolute authority of the monarchy, he, even for this reasons, could not have supported the acts of Prime Minister de Beauffort, who had a confrontation with His Majesty Prosper Louis. If we would remember, during the time of the coup, he never supported agression - and has many times tried to pacify the both parties and put an end to the conflict, proposing to become an intermediary between sides. He never committed any illegal actions, never persecuted anybody, violated nobodies interests. In the last years of beauffortism he accepted a most peaceful ministry, a ministry of finance, just to help to prevent the financial ruin of the country. Then he welcomed the restoration of the Constitution and king August most enthusiastically - and has been known as a loyal servant of the crown and country since then. My socialist collegues in the Harfleur government also cannot deny that, despite his reactionary views, the Count always supported reforms which he thought useful for the nation.

I say all that, because the nature of Minister van der Velde, due to some of his far right views, is misconstrues. And I believe that we need unity and, for this unity, we need to understand each other better.

I am glad that we have reached an agreement with Monsieur Loewen and de Vos on the measures that should be taken in circumstances.

And I wrote about them threatening the state not because I am actually attempting to overthrow the state but it seems that the conservatives believe that the socialists and other groups are attempting to do so.

In the cases of His Majesty v. Josef de Leeuw, His Majesty v. Amedee Dupointe, and further regarding the [post=16626640]Van de Velde-de Broqueville Act of 1880[/post] [900 BEL 64 (1893)],

WE THE CONSTITUTIONAL COURT OF BELGIUM

HAVE HEARD
-That, in the opinion of the General-Directorate of National Security, a number of subversive groups are presently operating in Belgium
-That the Van de Velde-de Broqueville Act of 1880 outlaws certain groups as "terrorist" or "paramilitary" organizations
-That the government asserts that the groups known as the "Red Legion" and the "Amedians" may fit one or both of these classifications
-That the government has arrested Josef de Leeuw (Defendant 1) and Amedee Dupointe (Defendant 2) for affiliation with the first and second of these organizations
-That affiliation with groups designated as "terrorist" or "paramilitary" organizations is illegal
-That both Defendant 1 and Defendant 2 are sitting members of the Chamber of Deputies

FIND
-That the formation of armed groups is not a right under the Constitution
-That the group known as the "Red Legion" has armed elements
-That the group known as the "Red Legion" has a command structure
-That the group known as the "Red Legion" is not operating with the authorization of the government
-That is there is no evidence that the "Red Legion" is presently working to overthrow the Belgian government
-That the government has failed to demonstrate that the "Amedians" are organized, armed, or working to overthrow the government
-That the "Amedians" are an unplanned, disorganized protest movement

AND THEREFORE HOLD
-That the Van de Velde-de Broqueville Act of 1880 is constitutional
-That the "Red Legion" is an illegal "paramilitary" organization
-That the "Amedians" are not an illegal organization under the Van de Velde-de Broqueville Act
-That the Royal Court of Flanders erred in ruling otherwise
-That Parliamentary privilege in no way applies to the charges brought by His Majesty

AND FURTHER ORDER
-That the case of Defendant #1, His Majesty v. Josef De Leeuw, be returned to the Local Court of Brussels
-That the case of Defendant #2, His Majesty v. Amedee Dupointe be dismissed
-That all other cases brought against members of the "Amedians" for affiliation with a "paramilitary" or "terrorist" organization under the Van de Velde-de Broqueville Act of 1880 be dismissed
