I have great worries about the lack of text accompanying this proposal from the government but fellow CCP members have persuaded me that it is worth casting caution into the wind when it comes to such an important concept. Hopefully the final result will put the power of deciding electoral boundaries in the hands of the non-partisan Civil Service.

I'm glad to see our minister of justice actually seeking justice for the people so quickly. I do hope this action sets the pace for his time in office. I too am curious how this will be accomplished, after all, gerrymandering is simply corruption in a seemingly necessary institution, but I applaud the effort being made and will support it.

I agree with Mr. Willems-Hopegood. The parliament should vote on detailed bills, not vague ideas. But our party, the CCP, has always been for law, order and political honesty. It is important for us to ban such fraudalent actions, as gerrymandering, once and for all. We all remember, how much harm has been caused to us, when different electoral fraud accusations were voiced in the past. We need to guarantee fair elections.

As for the talks of colonial expansion, my only request is that it be taken into consideration that our Navy is not yet up to the task of adequately patrolling far-flung lands we could conquer and then civilize. Asia has many riches, but those riches are meaningless if our ships cannot protect our colonies. A colonial empire needs a strong navy.

Firstly, I must say that I am glad to see the level of bipartisanship within this chamber. Ensuring an end to gerrymandering is something we should all agree on, and I am glad to see that we do. Secondly, I have heard several comments from people wishing I had tabled a full bill, rather than my rather simple proposal. In answer, I decided that if we could first agree on the reform in principal then the largest hurdle would have been passed, and my ministry could move quickly to enact the necessary procedures with a full mandate from Parliament to do so - rather than wasting time debating the minute of the text. I apologise if this caused any offence to certain members of this chamber.
