I have to express my extreme dissatisfaction with the current proposals on the table and the recent developments with regards to the armed forces.

The situation with our armed forces concerns me as a resident of Flanders. Despite rules governing the bilingualism of our nation, the upper echelons of the army will give orders in French and they will be educated at a French-named institution in French-speaking lands. The army will effectively be run by French-cultured gentlemen. Any right-thinking Flemish man, no matter what their political persuasion, should find this concerning.

I am also of Flemish descent. The reason French is being used is because it is the command language used by the military by law. If you do not like it, I suggest you work to repeal the law. The reason because the military academy is to be established in Wallonia is because we did not want to put it in Brussels as we wanted to spread out the military institutions. The next building we create of a similar purpose I will push to be built in Flanders. Does that address some of you concerns?

I would like to share my thanks at the news of my recent promotion. I pledge before all this nation to serve our King and our country with all the distinction I can muster. I hope to bring the efficiency of the mighty French army to my troops and ensure that the Belgian nation never has to endure foreign oppression again.

I understand some Members of Parliament are concerned at the use of French as a command language, but I must stress the need for clear understanding within military affairs. The location of the military college is of little matter to me, but I must stress the need to retain a unified command language, in which regard I believe the rest of the General Staff will share my conviction.

I find it very concerning About French as command languages. It is bad for our military! The Flemish soldiers wouldn't understand their orders, and it wouldn't take long to run our of recruits!

Halen sat on the desk, staring at the British man. The man was clearly uncomfortable, for the reason that the chairs in the Belgian War Ministry were crap. He also had been sitting for a good hour. The man was wearing a uniform, showing he was a captain in the British Army. He also was in his late twenties, was clean shaven, and quite handsome.
"So, this is taking awhile, huh," the British Officer said to Halen. Halen only responded by licking his paw. It was about this time Aerts finally showed up.
"I am so sorry to keep you waiting Captain. Let me formally introduce myself, I am Aimeus Aerts, Minister of War for Belgium. May I ask what brought you here?"
"I am Captain Jacob Hawkin of the British Army. I was sent to insure the delivery of the artillery you requested."
"Excellent," Aerts replied, "I am sure this could be a fine start to cooperation between our two peoples!"
"Of course, may I ask where I might find you military supply staff?" Captain Hawkin inquired.
"um," points at some person sitting in front of a pile of papers that dealt with military supply, "there!"
"Thank you Mr. Aerts, I hope our nations can work together." With that Captain Hawkin walked out. Halen decided to fallow him, as Hawkin was heading towards a water dish.

NATIONAL DEMOCRATIC PARTY THROWS FULL WEIGHT BEHIND ARTICLE 5 REVISION

At the National Democratic Party's annual conference, held here in Charleroi, one of the hot topics of discussion after membership growth was the issue of Article 5 of our fair Constitution. In recent months, the nature of the clause has been hotly debated, as it was used to temporarily censor reports of a scandal involving a minor Flemish nobleman. Such censorship is intolerable to many Belgian liberals, seeing it as a violation of freedom of expression that ought to be rightfully enshrined in the Constitution. Party leader and Minister of Commerce Georges Savarin emphatically proclaimed his support for an alteration to the clause, and called upon Prime Minister Maximiliaan Van Brabant to put the matter to a vote. His address to the conference is partly reproduced below.

Gentlemen,

We have all seen the intentionally vague wording of "the Article," as it has been popularly known for some time now, and its results. It would be uncouth of me to say "I told you so," so I will not. Be that as it may, the matter of Article V of the Bill of Rights has rightfully caused an uproar in the Belgian public. At the Constitutional Convention, I had stated that this power was exceedingly likely to be abused. I had introduced an alteration, but it was withdrawn over conservative objections. We have clearly seen the damage this version has wrought to the cause of free expression. We were lucky this time that the courts did not completely censor the story in question; we cannot be so naive as to assume that they will always choose the side of free expression in the future. I understand the sentiments of others who claim that the censorship is necessary to prevent disintegration of the state. I understand that, but outside of those specific instances, there is no moral ground for censorship. The National Democratic Party will not stand for this. I have been in discussion with some of our Deputies, and they have proposed the following constitutional amendment.

Freedom of Expression Amendment
1. Article V, subclause I of the Belgian Constitution shall be struck from the document.
2. In its place, the following subclause will be inserted:
I. The rights of freedom of expression and the press shall in absolutely no instance be abridged, except for the following:
- Speech actively, clearly and explicitly promoting the secession of parts of Belgium or the division of Belgium into multiple states
- Speech actively, clearly and explicitly promoting the annexation of Belgium or parts of Belgium by any foreign power
- Speech actively, clearly and explicitly promoting violence against any cultural, racial or religious group in Belgium
II. In the instances above, the speech shall in no way be restricted until a warrant is granted by the Supreme Court of Belgium.
III. These restriction warrants shall last for a period no greater than six months, after which the speech in question shall be made freely available.


We feel that this amendment will provide for a free press, and is worded in such a way that only speech truly dangerous to the nation can ever be restricted, and even then only for a period of time such as to allow cooler heads to prevail. Neither our present Flemish nobility scandal, nor The Flemish Lion, nor really any prominently known documents or words that I am aware of would be censored under this amendment, just as it should be. I urge PM Van Brabant to put this amendment to a vote immediately, and I urge all National Democrats and Moderate Liberals to support it. With this in our Constitution, the people of Belgium will have taken another giant step on the march towards liberty. Thank you.

((I concur. We support Secularism versus outright Atheism (I'm not even really sure to what degree outright political promotion of atheism was really a "thing" even by 1848, much less 1836, but that's another story) and Jingoism rather than pro-military, but I think you'd be well-represented here. The National Democrats will fight aggressively in the Chamber of Deputies for proposals that increase the political rights of all classes of Belgians. The rights of freedom of the press, assembly and speech shall not be abridged and will be expanded in a National Democratic Party administration. Let the people do as they choose! I would like to share my thanks at the news of my recent promotion. I pledge before all this nation to serve our King and our country with all the distinction I can muster. I hope to bring the efficiency of the mighty French army to my troops and ensure that the Belgian nation never has to endure foreign oppression again.

I understand some Members of Parliament are concerned at the use of French as a command language, but I must stress the need for clear understanding within military affairs. The location of the military college is of little matter to me, but I must stress the need to retain a unified command language, in which regard I believe the rest of the General Staff will share my conviction.

I echo this statement, for the military to work efficiently and effectively. Most officers already know french, and it is not hard to spend a few months so they rest of the soldiers understand basic commands. Also, just because the command language is french does not mean that the Soldiers can speak different languages out of the field. In-fact, I myself often speak German to some of my fellow Senior Officers because it allows me to get more familiar with them.

I concur with the good Minister of Finance. The real problems are not poor conditions in our factories, but that the people in Belgium aren't filling them. I feel that a good campaign, therefore, would not just inform people of positions but draw them out of the countryside into the cities, where higher-paying work can be found. This will improve the lot of the common man, providing him with new opportunities, while simultaneously allowing industry to flourish by providing it with new workers without imposing any undue restrictions on capital. Monseiur Daret is right: our nation is one of the most competitive in the world among industrial countries. Here in Belgium, every man can vote and has the rights to his property. Anyone can make it here. Adding limits on employment only impedes the worker's ability to make good. After all, it will ultimately reduce his wages, whether through the invisible hand driving down wages or restricting the amount of work he can take on.

Monseiur Loewen, as it is my duty to help ensure our factories are well-supplied, if you could provide me with information ((a screenshot)) of our industry so I can determine if our government should be placing orders for goods, it would be much appreciated. I do have an additional recommendation. As it is not our government's policy to directly engage in construction, which I approve of, we must have a strong capitalist class to build and operate essential services for the naion. Therefore, I recommend adjusting the campaign to include promoting investment ((encouraging capitalists)) as well as attempting to increase our labor force. With both of these together, we can expedite the industrialization of our nation.

These leaps in industry and economics are p\
roof that our liberal and free government is the way of the future. Our entire country is covered in railroads, some were even thanks to Daret Industrial, and they connect everyone like they never have been before. Our factories are running at full capacity, with people eagerly taking up new factory jobs and the urban life styles they allow. Our government is running a surplus nearly twice the size of the one that had been predicted and our treasury is swelling. I think that we are looking at the beginning of a glorious future for Belgium.

My company has also invested a fair amount into our railroads, although I have something I would like to note. Railroads have spread across our country, but one thing that has been neglected are our mighty rivers. Railroads are very useful, however they are often limited by terrain and the need to build rivers. I believe that canals can be integrated into our national transportation network to boost our industrial efficiency even more, albeit under private auspices of course. We must not forget that we are a country of land and river, and even sea to an extent.

I also urge the Prime Minister and Minister of Justice to concur with Belgians on the issue of Free Press. The Freedom of Press is one of the civil liberties' all people should have. I response to the petition and demands of the Belgian people, I would like to create the Issue of Free Press Committee to deal with such legislation, and constitutional amendments.

I am glad with the job our Finance Minister is doing when it comes to the economy, although I do not agree with such low funding to our education system.

I also do not agree with such low funding for our administration, which collects the taxes in the first place. As Minister of Justice, I would like to recommend the liberalization of the press as one measure, but another measure would be to have government-approved unions. While the vast majority of our workers are happy working under their managers and bosses, with wages that are adequate, there are some who feel they are not being properly represented and rile up their fellow workers. In addition, some, although very few, bosses do not pay their workers an adequate wage. I repeat, I am not approving of a full-blown unionization of industry, this would cause our industries to fail and our nation to be riven with class warfare. However, a release valve would help to appease the people and deal with some legitimate problems.

Bio: Rudolph grew up in Büllingen, a quiet town far away from all of the fighting and warfare of the early 19th Century. Rudolph is a romanticist-radical, much in the vain of the famous English poets of the era, however Rudolph deigns to remain outside of the usual political mayhem of Belgian politics. Rudolph's Main Concern is with the second-class citizen status of Germans in Belgium. Rudolph is a well known advocate for such actions and runs many media outlets ((which I guess means newspapers)) throughout Belgium.
As a fellow German, I do not feel that the small German population of this nation merits a separate party, and I assure you that I have never felt discriminated against by this current Government.

Mr. Von Zitterwald, I think you would find that the GLP does indeed support the full rights of our German-speaking inhabitants, and shares most of the Liberal points of view you propagate. Perhaps I could convince you to join the party? ((Join the NDP. I think your parties have exactly the same program.))

Given the recommendations of the Minister of Justice, I will be putting an amendment for Free Press up for voting. Monsieur Savarin has already prepared such an amendment, I will look at his proposal.

Freedom of Expression Amendment
1. Article V, subclause I of the Belgian Constitution shall be struck from the document.
2. In its place, the following subclause will be inserted:
I. The rights of freedom of expression and the press shall in absolutely no instance be abridged, except for the following:
- Speech actively, clearly and explicitly promoting the secession of parts of Belgium or the division of Belgium into multiple states
- Speech actively, clearly and explicitly promoting the annexation of Belgium or parts of Belgium by any foreign power
- Speech actively, clearly and explicitly promoting violence against any cultural, racial or religious group in Belgium
II. In the instances above, the speech shall in no way be restricted until a warrant is granted by the Supreme Court of Belgium.
III. These restriction warrants shall last for a period no greater than six months, after which the speech in question shall be made freely available.

I quote Article V, subclause I of the Belgian Constitution:

The Executive Cabinet consists of the Minister of Foreign Affairs, the Minister of War, the Minister of Justice, the Minister of Finance, and the Minister of the Interior. These ministers act on behalf of the Prime Minister, implement government policies, and serve as the executives for their respective ministries.

Surely, you mean Article V, subclause I of the Belgian Bill of Rights. Now, in the main body of the proposal, I see two things worth noting. First, the exclusion of lese majeste and slander from the prohibited forms of expression in the press. If only not to spark a Conservative riot, but more so because we don't want to encourage rebellious individuals and organizations, we should prohibit these forms of expression. Secondly, clause 2.III. Why would we make speech "actively, clearly and explicitly promoting violence" against the Belgian state or its inhabitants freely available after six months? If such a period would be lengthened to ten years, it would be acceptable, yet still a "freedom" of which the use eludes me.

I'll give Mr. Savarin some time to amend his amendment, and encourage others to provide competing proposals as well.

I come with all haste from a meeting of the General Staff. We are concerned that current legislation leaves holes in the ability of our army to act decisively and effectively in a time of war or emergency, and I hope to redress this issue by granting the basic right to transport and communication that this body, so vital to the defence of the realm, desperately needs. This act will provide access to key services like railways and telegram systems.

Emergency Military Communication and Transportation Act​

  1. The Act and its Application
    • This Act is to empower the Military of the Kingdom of Belgium (henceforth Military) to temporarily assume control of communication and transportation property in cases where cooperation from the owner of such property is not received.
    • The Chief of the General Staff and the Minister of War shall submit to the King a joint request to grant the powers laid out in this act
    • Upon receipt of this request, the King may grant the powers laid out in this act for a set period of time of no more than one year.
    • The powers laid out in this act may only be granted during war-time, under normal circumstances.
    • Should the a request to grant the powers laid out in this act be received when the Kingdom is not in a state of war, the request must additionally be approved by both Houses of Parliament and the Prime Minister.
  2. Control of Transportation
    • Should cooperation from the owner of transportation infrastructure within the Kingdom required for use by the Military not be received during the period in which the powers in this act are granted, the Military shall be permitted to temporarily seize this property.
    • All staff will be placed under the supervision of Military officers to ensure adequate operation of the infrastructure.
    • The infrastructure system will be incorporated into the Military's chain of command.
    • Civilians can still use the infrastructure if it is allowed by the Military officer in control of the relevant infrastructure.
    • The property shall be returned to its respective owner either by the Military officer in control or upon the lapse of the time period over which these powers were granted.
    • Adequate recompense, in the form of a lump sum, shall be provided to cover any losses incurred though lost earnings or damaged equipment as a result of the use of the infrastructure by the Military, regardless of whether the power to seize property within this act was used.
