In SC and PE you can build and expand factories and railroads, and your capitalists don't build anything.

In Interventionism you can expand factories but not build new ones, and you can build railroads. Capitalists can build and expand factories and railroads.

In LF you can't build anything. Capitalists can build and expand factories and railroads.

It's not possible to say which is best as it depends on what you want to do.

Interventionism is the best for me. I usually play Japan or Ottomans. How does capitalists do someting. Because in my japan game, noone ever built anything except me?

And also what satellites do? I know they lower badboy, but they are useless ?
