After you play for a while, all the counties are economically developed enough to show up as bright green in economic mapview, even though there may still be substantial differences between the actual economic power of each county. If you want the economic mapview to be meaningful, you need to increase the high-end of the color scale, or change the color scale over time, or have the colors scale based on the average economic power of Europe.
