First, in the game, stability is described as follows: "Stability represents the people's support for the current government. High stability makes political changes easier to push through and helps the economy run smoothly."
Therefore, compared with being in war, I think economic law can influence people more.Because it involves the distribution of various resources and the change of people's living standards.The information people get in the war may be deceptive, but the resources and living standards will not.
I think the improvement is that the civil economy can continuously increase stability, and the wartime economy and total mobilization can continuously reduce stability. And such as "improving working conditions" should be used in wartime economy and total mobilization to temporarily increase stability.
In this way, the civilian economy will not be turned into thorough garbage, and too much PP will be used to "improve working conditions" in the wartime economy in the later stage of the game.

I don't agree with war economy's continously reducing stability- that would stack too hard with all the new ways you lose war support in BBA. Sure, maybe after running a war economy for 5 years your population would get fatigued just like IRL- but they won't if you are continously winning battles, gaining ground, and ensuring you don't take too many casualities, keep bombers away from your lands. don't let your ships get raided etc.

I do completely agree that civ economy should do more- like have a stability bonus itself. Considering war support was reworked in the BBA patch, I'm actually betting in the next major update stability will have a smallish-rework of some kind
