I agree with what you are saying -but I don't think you understand the game mechanic I am describing.
Say I am at war with the Ottomans, they are allied with say Morocco. The Ottomans have naval dominance and to risk taking a fleet through the Mediteranian would be suicide.
Instead I find a smaller Moroccan fleet on my Scotish shores and attack with my fleet (evenly matched or so -both big enough for the battle to last long enough). Once able I retreat by clicking on the friendly port of Sinope.
Now I can pass by the hundreds of ships, through the entire Mediteranian, passing by dozens of friendly ports, over 2 weeks of travel and not be found -only because I decided I should retreat to Sinope instead of the Highlands.
And I can safely bring an army there this way.
Yet if I just sent the fleet that way it wouldn't make it past Gibralter.
