It is common complaint that AIs don't exploit sectors effectively, they exploit foodless sectors for food, energiless sectors for energy etc. I suggest to fix it by allowing high level AI to cheat. AI SHOULD BE ABLE TO CHANGE EXPLOITATIONS INSTANTLY, including specialization building. For example, it can instantly replace food exploitation and quick growth specialization with energy exploitation and cheaper units specialization.
It means we solve the problem of "go for short-term bonus or long-term bonus" priority.

Nah, I disagree, why not instead just have the AI exploit their sectors correctly? :p Seems to make more sense to me.

What do you mean correctly?
It can be optimal to change sector type, if the change is done instantly AI will be very strong as expected.

This is a fine idea. In general I think a number of players would like the AI to be improved in some way to represent a challenge without completely destroying game rules.
