Let me get this straight, to get the imperial restoration casus belli I now have to have had united the Roman Empire first then if I lost a province or state I can use the casus belli to get it back?

It works at the duchy level, and only against Christians (who you'd need it for anyway). Which is a pity, since same religion neighbors can join Holy Wars.
