Ok, since the problem of intelligence minister Sinclair has popped up I am going to award England 3 IC to compensate for losses (estimates 5 IC loss over 2 and a 1/2 years) of having Sinclair in instead of Ghallacher due to program error. And delete Sinclair and install the Honourable Cecil Chellwood.

So, in effect I think this means that the SU could have more or less the same IC potential (8 less) as it has in vanilla starting in 1939, for a 1940 attack by the Germans, while they will be slightly handicapped throughout 1940 (20%) and 20 IC less overall, in the case of a 1941 Barbarossa.
SU is more or less at the same state of preparedness in 1940, as it is in Vanilla, but not the IC monster it is in 1941 in Vanilla, nor does it have as much of that IC available in the critical run up to the war in year 1940. I this may make the historical 1941 option more viable for the German player.
