All I can say is that when UK is totally vanilla. Originally when I set this up I gave UK and extra -10% "peacetime_IC_modification," but after the first game we had I returned that to normal for both France and UK and nerfed USA instead.
A democracy getting 2 dissent for changing ministers is normal. I don't know about the King George event. I never looked at it. I have now looked at it and all that event does is remove the head of state, why this gives 4 dissent, I don't know. Does anybody else remember what this event does normally?
I just loaded up UK in vanilla Armageddon, just to make sure that the starting IC alllocations is the same as the one that is in the mod, and if you perform this test yourself, you will see it has the same starting IC, in both, is the same. 147 IC with a -50% "peacetime_IC_modification."
The only thing that is possibly effecting you Industrial base is the impact of the "cancel_deal_threshold" which has been increased for all the AI countries in the game. This has made it very difficult to use trade as a means of cutting down on your supply costs, however, this is a problem for everybody, and probably even more of a problem for Axis. In fact, we spent much of our in game chat discussing how to solve all of our trade problems.
So I suggest you review your trade and see if you have any really bad deals going that you missed or accepted on the fly. In anycase, the "cancel_deal_threshold" is decreased now, as it is 1938, so trading should be a little easier. You might want to review your trades.
Here is a copy of the save if you want to take a look at it:

In other words I am saying that if you are seeing a decrease in your overall economic performance, it is likely because you are spending more on supplies, but this is handicap felt by all players, and that is intended to reduce certain types of supply exploiting that some players do (not meaning you of course).
Also, I edited in your manpower growth increase, which you lost due to tech loss, but not the three attachements.
Please remind me again to do so before next week.
