Maybe, in the event of puppeting... Australia gets all of New Guinea. But there is nothing there, but a couple of VP provinces, so what is the point of that.

yes I think that would be understandable, maybe like an allied intervention event for a quick seizure of it and giving japan a choice to dow. just a thought.

OK, a few things on my mind you might consider applying to the mod Cueball, will start with the 1st one :

It's about Germany DoWing Switzerland instead of or along with Belgium to have a front they can easily make progress with.. (Although almost none of the players choose to do this, it should be a cause of measures taken by France prewar,if they choose to of course..)
1) First of all I think Germany should get a penalty in producing money if they choose to do that. ( Symbolizing deals made between USA and Germany through Switzerland IRL )
2) Since Switzerland is GOI'd by USA, the DoW should give USA an interventionism move or an extra little gear up maybe.

2nd one is about V1s and V2s, I'm not sure it's fair to ban them outright till 43, a considerable solution would be nerfing them so that they dont damage IC much but instead crush the infrastructure mainly and result in a lesser loss of IC symbolizing the factories working capacity drop with the low infrastructure in the country.

Will be having more suggestions over time.

There are really two types of modification. Events and the Mechanics. At some point I would like to start working on some simple game mechanics modification, and play test them on a scenario basis. That is the category where modding the rocket technologies would come in.

As far as events go, I punishing Germany for invading Switzerland by reducing its ability to accumulate money is a really good way to deal with that, as we discussed. I am not 100% sure about the slider move, though, since while I think it is logical it might effect US DOW date more than we want. The US already gets a slider move for the occupation of France, and in my view that summarizes the entire set of belligerent acts by Germany during the early war. It does not get slider moves for each of the subsequent DOW's such as Belgium, Netherlands or Denmark, Luxembourg so I am not sure that giving USA a slider move for an individual DOW for Switzerland is appropriate.

Yes, you're right, it's probably a little too much to give USA a slider move just for Germany DoWing Switzerland. But I think USA should somehow benefit from the DoW since Switzerland is GOI'd by USA right from the start and the loss of such an economically crucial country for USA should trigger something there imo. I'm thinking on that, maybe a little gear up or something similar.

Another thing is I believe Germany should have more starting forts in the siegfried line, its quite possible for the Allies to break through there. In the 38 scenario Germany has 3 forts in each province, don't know what exactly the defenses of Germany in that area IRL would amount to but I think it should be more unlikely for the Allies to carry out such a breakthrough. But then again, Germany is able to build forts there so maybe its pointless to have more than the starting numbers.

Fixed the bug in the China events train that give UK two gearings -- Had the same commands in two different places.

I am a little bit concerned about the rate at which the new Japan is aquiring manpower, it might be a good idea to take away a few cores in China.

Well IMO they do get a lot but it's only until war, then it's down to like 0.57 or something. Biggest concern about this was, if you want to see players actually fight a war with china like I did and not just exploit the shit out of it and stay at war for three years, with control on chonqying, you need to add more IC to a few different provinces and make them cores while taking away the core guangzhou. IMO the end of the war should give you almost the exact amount of a controlled without annex china, but with a few less IC, it's pretty much this way now.

What I am trying to say is if you take the cores away with the manpower on it, core something else with no manpower and add IC to it, also remember guangzhou and shanxi both have resources there also, that you are getting 100 percent of. I think the event is just right how it is, but I did think japan was getting a lot of manpower. But I don't really care much about manpower as japan so you know didn't really care too much. still haven't even and won't do my agriculture techs.

Yes, something along those lines is probably the best solution, or perhaps moving the manpower for China mor into the interior. But in the end, I think Japanese manpower should decrease, not increase over the course of the war.

Also, I'd like to change the Abandon Doctrine rule so that it is in line with the Aussie system, which says no abandoning Land Docs, but sea doctrines can be abandoned. What do people say to that?

what's the big deal with land doc abandoning anyway? We originally had the rule because it was bugged. Now that's fixed, so why is it still a rule? Maybe it would be a slight change if Italy could ally axis in 1936, but they cannot.

You might be right.

Predator, another thing we could try with Switzerland is increase the fort defence efficiency for Switzerland the way Agressor did in his Der Kampf um Lebensraum mod.

We will also have to add a rule that say no country may release any minor nation that is part of its territory at start to avoid wild releases, such as France releasing all its colonies just before Vichy (we actually had this in one game) or Britain releasing Malaysia for example.

Well imo we shouldn't make an invasion through Switzerland harder for Germany, I was just thinking of possible consequences of a DoW by Germany i.e. economical disadvantages ( being able to produce less money using consumer goods for instance ) and some little benefit to USA since they GOI Switzerland from the start.

IMO with a human france, you need a lot more rules concerning france and their army, provs, etc..

I am using a different File Upload service, which has a bunch of ads, and at least for me it created a couple of Internet Explorer errors, but the file downloaded anyway.

Basic outline:

1) Turkish surrender

Germany will be given the option on what to do: Puppet or split the country with SU. I can also defer this decision to Italy. Also, Mussolini may not comply with the German decision and force the situtation to benefit Italy directly -- this is dependent on how well Italy the country is doing in the game.

2) Baghdad Conference

The Soviet Union will have the option of either complying with the German or Italian Demand, or negotiating with the Allies, including the USA. USA's participation is generally dependent on their interventionism sliders. There are various outcomes are possible, everything from SU claiming the Turkish eastern provinces, too the creation of a Soviet puppet Kurdish state, an independent Kurdish state, Kurdish state as a US protectorate, and/or the early activiation of the Persian coup.

In the next version I think I will add the Soviet option of breaking its NAP with the Axis, to make the issue of Axis attacking Turkey a little bit more serious.

Edited for Notes:

1) Reduce Japanese Manpower from China.
2) Get China to stop sending spies to Japan after peace (done)
3) Make Turkey slightly more formidable, fix AI so it guards beeches (Adam)
4) Make it so that Portugal does not react to Soviet_Agression against Persia (done)
5) Direct Canada ai to focus more on Naval (P3D Mem)
6) Give USA a more sophisticated AI build depending on global events (Limited Pact?), build more land and CV's for possible early DOW
6a) Give USA a Defence Lobby slider shift for Japan DOW against Netherlands
6b) Reduce impact of Pearl Harbour slightlys, and create a lesser war Gearing for USA if it DOW's Japan.
7) increase US Isolationism if SU starts a war in South America. Possible event train for unified SA alliance against Soviet agression... mandatory US support? Send troops, but not go to war? ... Soviet_Agression_SA flag... Germany can end NAP with SU if Argentina is attacked (simplest, possibly best.)
8) End Turkish GOI on Yugo to ensure no Balkans clusterfuck if England does not DOW Italy after early Turkish invasion. (done)
9) Does coup in Yugo happen even if Germany DOW's Yugo, and there is no Pact of Steel?
10) Give Germany financial hit if it invade Switzerland (Predator).
11) Structure scenario files so that game does not need a second version present on computer -- Moddir.
12 ) Fix Chinese locked divisions so they do not screw up the chinese AI. (Adam)

Well this is a decision that the Germans might want to make. I think that if it is a German puppet, the provinces in the Caucuses would go German at Barbarossa, and not Italian. Am I right? Also, Turkish raw materials traded for would be transported over the Black sea at Barbarossa, once the Germans establish a land province on the Black sea. Small details but the Axis would have some decision making capacity in this regard. I am not sure how it would pan out.

Italy also has the option to puppet, (if they are doing well enough in the war) if the German chooses the "let Mussolini decide" option, instead of the puppet option.

That said, were Italy not to have significant VP's and more importantly, not have control over Lybia, the events are structured so that Mussolini overides the German plan, and divides Turkey with the SU, or if Italy is really hurting it even gets a total conquest option.

Try it out.

How about an event that restrucuters the Balkans a little bit after the Balkan war. Germany would get an event which would give it some of Yugo, allowing it to release Croatia, and maybe redistributing the spoils of the Yugo war, somewhat? Or perhaps just an event where Italy can release Croatia....

the "perfect" yugo distribution.

Italy - ljubljana, sarajevo, belgrade, pristina.

Germany - maribor and zagreb(to get croatia and resources. or croatia as an italian puppet, and maribor goes to hungary(I like croatia going to germany myself, as the event also comes with 3 infantry divisions, and german units are better than italian, although the resources and extra MP could be used as italy. I think half the HOI community forgot this important puppet of croatia exisists. With off-map resources, besides the +2.5 rare, 7 energy, 6 metal, and oil daily, you get a stockpile of about 15k oil, 6kmetal, 5k rare, and 7k energy that croatia starts with.

Hungary - bjelovar, osijek, zenica, banja luka, zrenjanin

Bulgaria - kavala, edessa, stip, skopje, nis, uzice, nov pazar

Rest of greece goes to italy, along with their national provs along the shore in yugo. Maybe give salonika to bulgaria, up to you, but I say it goes italian and they can decide whether to give up a victory point, 2 controlled manpower, some resources, and 2 controlled IC. Reason it is setup this way is to give Italy all the "important" provinces with IC and resources, while redistributing all those useless TC dragging high partisan provs. This also keeps a direct land link between all countries and their owned and controlled provinces.
